Specific Responsibilities:

This is a Senior Clerical Specialist position responsible to assist in the clerical and administrative day-to-day operations of  the Healthy Beginnings Nurses, the Nurse-Family Partnership, the Women’s Health Initiative, and the Data Entry Team cost reimbursement contracts with the Children’s Services Council (CSC) of Palm Beach County. Works as a team player and creates strong working relationships to meet program goals to improve pregnancy outcomes, child health and development, and parental life course for families in Palm Beach County.  This position is responsible for the supply chain management, purchasing, inventory management, and continuous process improvement. Communicates with internal and external customers to secure materials needed to fulfill programmatic requirements. Accesses databases to research, record, update, upload, maintain information, produce reports and spreadsheets in support of the CSC contracts. Work is performed under the direct supervision of Operations & MGMT Consultant MGR-SES.  This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.  Adherence to all established Florida Department of Health Safety Procedures and Practices while in the workplace and in the community.

 

This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) and Children’s Services Council (CSC) Information Security Policy, Protocols and Procedures.  Confidential data sets: has access to Health Management System (HMS) – Employee Activities Record (EARS); My Florida Market Place (MFMP); In-Stock Inventory System (ISS); Florida Statewide Travel Management System (STMS); Nurse-Family Partnership Data System (FLO); and the Healthy Beginnings Data System (HBDS). 

 

Responsible to process procurement requests. Obtains quotes from vendors, secures required procurement documentation, creates purchase requisitions, follows-up with vendors, verifies deliveries and submits invoices for payment processing.

Distributes program supplies, client materials and other related items on a monthly, and as needed, basis. Manages supply chain and inventory including but not limited to, stock levels, reorder points, reorder amounts, and suppliers. Provides management with inventory status, makes recommendations for using new items and suppliers, and acquires all supplies, program materials, educational materials, and client development tools. Forecasts purchasing and program requirements from database information and Excel inventory to ensure appropriate inventory is on hand without exceeding storage capacity.

 

Manages electronic files of identified program materials and updates as required. Creates, assembles, and manages Healthy Start and Nurse-Family Partnership materials packets used to enroll and manage client progress.  Completes monthly client materials.  Responsible to extract data from HBDS and other systems to merge information with other documents to create pull-lists and labels for supplies distribution, provider letters, and notices. Analyzes data and reports to make recommendations and provide information to management on program and grant requirements, trends, potential problems, and potential opportunities.  Notifies medical providers at the beginning and ending of client service periods as required by program grants.

 

Validates for accuracy, enters and uploads required program documents into the individual client electronic medical records into the Healthy Beginnings Data System within program defined deadlines.   Processes referrals and works with Healthy Beginnings System of Care Agencies and Community Partners agencies such as Healthy Mothers Healthy Babies, Homesafe, Together Our Teens Succeed (TOTS), Kids Closet, assuring that program participants receive needed services and assistance.
