The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Project Manager, M-3 to serve as Director, Capital Program Management in the Capital Program Management Directorate located in Kingston and Valhalla NY.

The Bureau of Water Supply (BWS) is one of three operating bureaus within the Department of Environmental Protection (DEP) whose primary mission is to reliably deliver a sufficient quantity of high quality drinking water to our consumers. The mission of the BWS Core Services, Capital Programs Management (CPM) Directorate is to initiate, budget, plan, and represent BWS interests for the design of capital projects related to the state of good repair of water supply assets.

The purpose of this position is to lead and manage the BWS CPM Directorate to initiate and seek construction delivery by the Bureau of Engineering Design and Construction (BEDC) of large design bid build and design build projects with a value of $6B in the FYs 25 through 35. This position will advise the Assistant Commissioner and Deputy Commissioner on all aspects of capital project planning and status and provide direction for improvement of project planning and delivery. This position will direct subordinate staff to provide these services following established SOPs, standard practices, and evolving or changing agency direction and guidance.

Under direction, of the Assistant Commissioner, Core Services, the Director, Capital Program Management will manage a staff of more than 20 field and administrative professional staff, project managers, and licensed engineers. A primary role of the CPM unit includes initiating new capital projects through the Business Case (BC) process that provides the scope, justification, estimated budget, and fiscal year needs. Following approval of the BC by the BWS Deputy Commissioner the unit pursues funding through the DEP budget process by submitting the BC at the appropriate times of the year, presenting and lobbying for the needed funds to the DEP Capital Management Budget Office (CBMO) and NYC Office of Management and Budget (OMB). Once funds are secured the project is referred to DEP’s Bureau of Engineering Design and Construction (BEDC) for delivery of design and construction management services. During the design phase, CPM staff serve as the bureau’s lead point of contact to BEDC ensuring bureau goals are met by the project and that bureau responses, direction, and feedback to BEDC is delivered on time, properly vetted and approved. This includes identifying and managing BWS design team members, distributing technical memoranda and design documents, receiving and resolving conflicting internal BWS comments, and briefing up to the Deputy Commissioner as necessary to gain approvals at the highest level of the bureau. Ongoing major projects include the Kensico to Eastview Tunnel, the Ashokan Century Program, and Hillview Reservoir Improvements, amongst many other significant capital projects. The Director communicates directly with BEDC Assistant Commissioner’s, Executive Directors and Portfolio Managers. CPM staff communicate directly with BEDC Portfolio Managers and Design Accountable Managers. Specific duties include:

- Leading and managing the BWS Capital Programs Directorate. Advising the Assistant Commissioner and Deputy Commissioner on all aspects of the initiation and design of capital projects. Providing guidance and direction to Senior staff regarding project development and DEP life cycle chronology and milestones. Providing Bureau level oversight of project specific design teams including representations from various BWS units, receiving comments and resolving conflicts.

- Acting as the primary BWS liaison for capital project matters with other bureaus and City agencies including but not limited to Bureau of Engineering Design and Construction (BEDC), Environmental Planning and Analysis (BEPA), Legal Affairs (BLA), Police and Security (BPS), Agency Chief Contracting Office (ACCO) and CBMO among others.
