Description
General Description: The Deputy Chief of Emergency Services provides strategic oversight of the Nebel Street Emergency Shelter and the Veterans Safe Havens programs and their ability to help clients exit homelessness and move into housing as quickly as possible. This position will be responsible for providing strategic guidance and oversight to the emergency shelter operations, staff management, and ensuring compliance with County, State, and Federal requirements. This position is also responsible for oversite and development of staff training and emergency management in collaboration with the Deputy Chief of Housing, the Deputy Chief of Information and Compliance, and the Chief Programs Officer (CPO).
Requirements
Essential Duties and Responsibilities:
Programmatic Strategy and Team Management (40%)
- Oversee and ensure the overall quality of services provided to clients in all portfolio programs.
- Develop solutions for complex clinical problems, advocate for needed resources, respond to client grievances and understand when to bring issues or concerns to CPO.
- Work with Senior Program Staff to develop new and innovative such as the emergency shelter including supporting the emergency shelter’s 30-60-90 day move out initiative.
- Assist in generating funds and other resources to sustain and expand program funding.
- Establish contacts and build relationships that will support MCCH programming including participating in community events and initiatives.
- Ensure that all programs within the portfolio are using Apricot 360 as the online case management tool and updating HMIS regularly.
Staff Support (20%)
- Demonstrate leadership and sound judgement in recruiting, managing, and motivating staff to create synergy between programs within the portfolio and collaboration across other program portfolios and MCCH departments.
- Work in partnership with the Deputy Chief of Housing and the Chief Programs Officer to breakdown silos and create synergies throughout MCCH programs and across the agency.
- Provide on-going supervision and support to Program Directors within the portfolio including providing support and training to staff using Housing First, Trauma Informed, and Harm reduction approaches.
- Develop employee base to achieve high degree of employee retention and performance including managing the performance, disciplinary and coaching process and providing feedback and development opportunities to staff.
- Identify potential problems in personnel management and participate in the resolution of these problems with the support of MCCH’s Human Resources Department.
- Provide staff support and oversight for the MCCH Consumer Advisory Council (CAC).
Program Compliance (10%)
- Ensure that programs within the portfolio adhere to all federal, state and local funding and contractual requirements.
- Create systems to enhance program services including working with the Associate Director of Data Integrity and Systems Integration on monitoring and evaluating programs.
- Support program monitoring by government and other funders including submitting accurate documents to HMIS, HUD, VA, HHS, or internal departments according to established guidelines.
- Adhere to payroll requirements and deadlines including ensuring that all staff timesheets and leave requests are approved.
- Follow all MCCH policies and procedures, and federal and state employment laws related to hiring, managing, leading and developing staff.
- Ensure timely responses to emails and correspondence from MCCH internal departments and senior staff and external constituents and colleagues.
Financial Oversight (10%)
- Oversee budgets for all portfolio programs including monitoring budget to actual expenditure and ensure that funds are being spent in a responsible way
- Review and approves all requests for the use of portfolio funds and submits timely accurate expense reports, credit card reconciliations and other documents to MCCH’s Finance Department.
Staff Training and Development (10%)
- Develop and oversee the staff training plans for all MCCH programs, including housing programs, ensuring that trainings follow all contractual guidelines and cover harm reduction, housing first, trauma informed care and emergency procedures.
Emergency Management (10%)
- Conduct quarterly emergency preparedness drills at all emergency shelters single site housing programs, and MCCH administrative offices.
