Job Duties
$30,000 Sign-On Bonus or up to $60,000 Student Loan Repayment may be available for eligible new hires.
The Virginia Department of Corrections (VADOC) is seeking an experienced and visionary Chief Medical Officer (CMO) to provide executive leadership, strategic direction, and clinical oversight for medical services across all VADOC facilities. The CMO ensures safe, effective, and compliant healthcare delivery for individuals incarcerated in the Virginia Department of Corrections and serves as the primary clinical authority within the Health Services Administration.
Key Responsibilities:
•Provide executive-level leadership for VADOC medical services, ensuring alignment with agency mission, standards of care, and regulatory requirements.
•Develop, implement, and maintain systemwide clinical policies, procedures, treatment protocols, and medical practice guidelines.
•Oversee physician staffing models, deployment, performance, and clinical decision-making across all facilities.
•Lead the department’s clinical quality assurance and continuous improvement programs, ensuring measurable outcomes and compliance with the American Correctional Association (ACA), Prison Rape Elimination Act (PREA), and state standards.
•Collaborate with nursing, mental health, dental, pharmacy, operations, and facility leadership to support coordinated, integrated, and patient-centered care.
•Establish and maintain credentialing requirements and clinical practice standards for all medical personnel.
•Conduct clinical audits, review incident trends, and provide recommendations to executive leadership.
•Advise on medical budget planning, resource allocation, and operational priorities.
•Serve as an expert medical consultant to agency leadership, state partners, and regulatory entities.
Minimum Qualifications
Current Virginia medical license.
Board certification or eligible in primary care or related field.
Demonstrated leadership experience in correctional health, institutional medicine, public health administration, or complex health systems.
Extensive experience as a practicing physician.
Proven record of managing other clinicians in a medical setting.
Willing and able to provide feedback on practice patterns and evidence-based practices.
Proven leadership in developing clinical policies and QA systems.
Assist with providing peer review and continuing medical education.
Good interpersonal skills, superior communication skills both orally and in writing.
Familiarity with large-scale healthcare system management and proven ability to lead diverse clinical teams.
Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
Additional Considerations
Experience with ACA and PREA compliance frameworks.
