Education Program Evaluator - NOAA

INNOVIM seeks a Scholarship Support Specialist to support NOAA Education Council/Inter- and Intra-Agency Education Coordination.
This position is contingent upon the successful award of the contract.

Key Responsibilities:
- Consults with individual NOAA education programs on appropriate frameworks for monitoring and evaluation of their education efforts. Reviews monitoring and evaluation data of individual programs and provides expert advice on assessment of their performance, including specific recommendations for improvement and program re-design.
- Lead monitoring and evaluation efforts for the NOAA Education Council (representing 16 Line Offices across NOAA)
- Conduct 90 Implementation Plan consultations with NOAA Education community members
- Conduct 2 analyses of Implementation Activities
- Deliver 3 presentations of NOAA Education Implementation evaluation
- Plan and facilitate 16 meetings with NOAA Education Council Monitoring and Evaluation Committee.
- Manage 10 web applications (hosting over 28,000 records) for NOAA Education programs using Knack database
- Represent NOAA at 12 meetings of the Federal Interagency Working Group on Transparency and Accountability.
- Conduct 50 individual evaluation consultations for various NOAA Education programs and 10 individual evaluation consultations for NOAA non-education programs or education with external partners.
- Mentor 2 evaluation associates
Minimum Qualifications:
- Must have a Ph.D. in Education Evaluation.
- Must have a strong knowledge of quantitative and qualitative evaluation methods and analysis techniques (a non-related degree with substantial work experience in Education Evaluation may substitute).
- Must have at least 10 years in conducting evaluations of education programs; planning and implementing evaluation systems for large organizations or agencies; and with the development of logic models for education programming.
- Must have experience with portfolio analysis of diverse program offerings including grants, educator professional development and training, and educational outreach programs; with implementing best practices in evaluation of formal and informal science education; and with design and implementation of various evaluation methodologies and survey techniques in formal and informal science education settings.
