Position Summary
Fairbanks Morse Defense | Bird-Johnson Propeller Company LLC is seeking a highly skilled Facility Security Officer (FSO) to join our team in a mission-critical role that directly safeguards the integrity, compliance, and security of our operations and national defense-related work. Reporting to the Senior Management Official (Site Head), the FSO serves as both an Industrial Security Subject Matter Expert (SME) and a federally designated Facility Security Officer responsible for ensuring the highest standards of protection for classified information, cleared personnel, and facility operations.
This is a highly visible and essential onsite position based in Pascagoula, Mississippi, where the FSO plays a central role in maintaining the company’s Facility Clearance (FCL) and ensuring uninterrupted compliance with federal security requirements that enable our defense mission. The successful candidate will be responsible for initiating and maintaining employee security records, delivering security education programs, and leading efforts to protect against insider threats and safeguard classified information across all levels of the organization.
In this role, the FSO is a key driver of operational security readiness—overseeing security self-inspections, maintaining continuous compliance with government regulations, and providing timely, accurate reporting to both Corporate leadership and government security authorities. This position is essential to ensuring trust, accountability, and security integrity across all classified and controlled activities, directly supporting the company’s ability to execute its defense contracts and protect national security interests.

Principal Duties and Responsibilities
Creates, updates, and maintains procedures to fulfill requirements of the National Industrial Security Program (NISP) as set forth in the National Industrial Security Program Operating Manual for Safeguarding Classified Information (NISPOM). Implements operational, personnel, and physical security plans.
Oversees and maintains personnel and facility clearances, continually working to right-size scope and level of cleared personnel and facilities to optimize research outcomes. Directs annual comprehensive security assessments.
Manage and initiate personnel clearances and process visit access requests in a timely and accurate manner, clearly and professionally communicating with staff to ensure efficient, accurate, and compliant execution of clearance and classified work-related tasks.
Develops and manages prime and subcontract DD-254's.
Serves as a main participant and leads preparation in DCSA Security Vulnerability Assessments and Continuous Monitoring engagements. Conduct periodic self-inspections in accordance with 32CFR117 and research security policies as required by DCSA.
Investigates, reports to DCSA industrial security representative, and documents security infractions and violations.
Superintends security education and training: Connects with researchers to maintain awareness of security-training needs; engages with federal security community to uphold expertise on new risks, trends and requirements; builds or procures training, briefings, and security educational opportunities. Arranges for required briefings to cleared personnel.
Directs and handles administrative security operations, including thorough tracking of classified and security-related documents, to include proposal, project, facility, and contract related documents connected with prime and sub-contract forms (e.g., DD254, etc.), in coordination with grant and contracting office. Maintains digital and physical documents in a secure, organized, efficient manner. Safeguards and inventories classified material in a detail oriented, compliant manner.
