About the role

Position Description

XL Associates, Inc. (XLA) has provided institutional support services to the U.S. Agency for International Development (USAID) for nearly 25 years. XLA is currently seeking a Program Specialist to support the USAID Mission for West Bank and Gaza.  This is a remote assignment with intermittent short-term travel to provide onsite support in Israel.

 

The Program Specialist will support the Mission’s Program Office with tasks including budget planning and execution; monitoring, evaluation, and learning (MEL); activity design; strategic planning; donor coordination; and responding to information requests from the Mission’s Front Office and USAID/Washington.  S/he will assist in the preparation of Mission Operational Plans and congressional notifications, activity design and approval documents, MEL documents including Performance Management Plans, evaluation scopes of work and evaluation reports, and the strategic framework and related documents.  Additionally, the Program Specialist will assist with preparing briefers, background materials, schedules related to high-level visits, responses to congressional inquiries, and responses to other requests from Washington and the Front Office. S/he will be expected to work independently to produce all requested deliverables in a timely manner for review and approval by the Program Office Director and Deputy.

Requirements

  • Bachelor’s Degree
  • At least five years of relevant experience including prior experience supporting a USAID Program Office; prior experience supporting an overseas Mission is preferred.
  • Ability to work effectively as a member of a team as well as to work autonomously.
  • Demonstrated ability to work harmoniously with persons of different national and cultural backgrounds.
  • Strong analytical and writing skills, ability to formulate written information clearly and persuasively.
  • Strong communication skills; shares information openly with co-workers and partners and presents information in a clear and articulate manner.
  • Initiative and sound judgment; executes day-to-day tasks systematically and efficiently.
  • Ability to obtain a Facility Access Clearance; an existing clearance is preferred.
