Job Description

East Lead Service Line Replacement Technical Lead

The Bipartisan Infrastructure Law, also known as the Infrastructure Investment and Jobs Act (IIJA), allocates a significant amount of money towards lead service line (LSL) replacement for communities.  AECOM is seeking a Lead Service Line Replacement Technical Leader who will play a major role in the development and execution of nationwide programs to inventory and replace lead service lines across various municipals across the country.  This role involves strategic oversight, advocacy, technical guidance, and project execution to advance lead service line inventory and replacement projects.  The successful candidate will bring extensive expertise in water infrastructure and a proven track record in supporting lead service line replacement projects.

Key Responsibilities:

  • Program Oversight: Provide technical oversight for lead service line replacement projects across different regions within a larger federal program. Ensure consistent application of best practices and quality standards.
  • Technical Assistance: Assist water systems with a range of lead service line related activities, including the development of  service line inventories, community engagement plans, LSL replacement plans, and SRF funding applications with active involvement from the community.
  • Subject Matter Expertise: Offer technical support and guidance to regional project teams. Develop and disseminate technical standards, protocols, and training materials.
  • Stakeholder Collaboration: Build and maintain strong relationships with key stakeholders, including federal agencies, municipalities, utilities, contractors, and community groups..
  • Innovation and Research: Promote innovation in lead service line replacement technologies and methods. Lead research initiatives to improve program efficiency and effectiveness.
  • Team Leadership: Mentor and develop local teams to support the lead service line programs. Foster a collaborative and high-performance culture within the team.

Qualifications

Minimum Qualifications:

  • 10 years of experience in the water-related field and experience on Lead Service Line Replacement Projects + Programs
  • Bachelor’s degree in Civil Engineering or Environmental Engineering or a related field.
  • Demonstrated client relationship management abilities.
  • Demonstrated ability to lead and inspire diverse, multi-disciplinary teams.
  • Ability to travel up to 50% of the time.
  • Experience with public speaking and advocacy.
  • Due to the nature of the work, U.S. Citizenship is required

Preferred Qualifications

  • 15+ years of experience
  • Professional engineering License
  • Master's degree in Civil or Environmental Engineering
  • Excellent communication, public speaking, and advocacy skills.
  • In-depth knowledge of water infrastructure regulations and best practice
  • Strong problem-solving and decision-making skills.
