Job Description
AECOM’s Water Business Line is seeking a Water Security and Resilience Manager to support strategic analysis and planning for the Department of the Navy. The successful candidate will support the Navy in advancing strategic priorities in water and environmental security by developing robust frameworks, policies, and technical solutions to sustain mission-critical operations. This is a hybrid-work position requiring a combination of in-office and remote work. The home office for the successful candidate will be either the Pentagon in Washington, DC or the Naval Facilities Engineering Systems Command Southwest in San Diego, CA.
The responsibilities of this position include, but are not limited to:
- Support the Assistant Secretary of the Navy Energy, Installations, and the Environment (ASN EI&E) Office with specialized technical support required to enhance the Department of the Navy’s (DON) energy, water and environmental military readiness posture.
- Provide specialized technical support to the Deputy Assistant Secretaries within ASN EI&E with a primary focus on the Office of the Deputy Assistant Secretary of the Navy for Energy (ODASN(E)).
- Assist ODASN(E) with development, strategy, guidance, plans, and policies for Department-wide use in assessing the potential effects of Navy and Marine Corps energy and water security, while ensuring the Navy and Marine Corps training, test, and general mission objectives are met.
- Provide policy guidance, senior level staff support and technical expertise to the System Commands (SYSCOMs), Chief of Naval Operations (CNO), Commandant of the Marine Corps (CMC), Fleets, and other Navy and Marine Corps commands.
- Develop and facilitate workshops, presentations, and training exercises.
Qualifications
Minimum Requirements:
- Bachelor’s degree in Environmental Engineering or similar discipline plus at least 8 years of relevant experience.
- Experience working on projects with the Department of Defense or other government agencies.
- Experience with the development of guidance documents, plans, and policies related to water system risk and resilience.
- Experience with water system security, risk assessments, emergency preparedness and response planning, preparedness training, and preparedness exercises.
- Experience with the America’s Water Infrastructure Act of 2018.
- Strong written and verbal communication skills.
- The ability to travel on business periodically for up to two weeks at a time.
- Valid U.S. Driver’s License and as a condition of employment, must pass AECOM’s Motor Vehicle Records Review.
- U. S. citizenship and the ability to obtain a DoD security clearance is required.
Preferred Qualifications:
- Master’s degree in Engineering, Public Health, or a related field.
- 10+ years of experience supporting water infrastructure security, resilience planning, or emergency management.
- Demonstrated experience leading multidisciplinary project teams or managing complex water security or resilience projects.
