Job Objective: Provide oversight, expertise, leadership, and management supervision for financial accounting operations for The Salvation Army KWM Division in conformity with accounting principles generally accepted in the United States of America (US GAAP), and in conformity with policies and procedures established by The Salvation Army. Responsible for the preparation and oversight of financial statements and reports used for divisional management. Works to ensure reliability, integrity of financial, and operations information. Serves as department head for the DHQ Finance Department. Provides accounting and operation support to the Division.
Essential Functions:
- Responsible for the efficient operation of the Divisional Finance Department. Works to ensure information is accurate, reliable and consistent with all Government regulations, funding agency requirements and Salvation Army policies and procedures for the General/City Fund, Service Extension Fund, individual corps and institutions
- Protects the integrity of all Divisional Accounting systems
- Provide oversight for the budget preparation process of all Salvation Army funds and units and their timely submission to the Divisional Finance Board for approval; management of this process will include the on-going comparisons to actual results
- Prepares reports, analysis and other information to be used by management in making decisions regarding performance of the Division and its operating units
- Supervises the Controller and Administrative Assistant
- Responsible for department recruitment, and training, recommending to the Divisional Commander for salary increases, promotions, disciplinary action and terminations for the Finance Department
- Monitors and coordinates the divisional Capital, Operating, and Income Trust ledgers, and works with THQ to maintain accurate reporting on status of these funds
- Serves as a consultant to the units in the division – providing expertise and information about accounting and financial information and processes. Assist in identifying available funding for proposed expenditures.
- Provide supervision and assistance, as needed, for the Divisional Financial Statement Consolidation process
- Maintains contact with outside groups, such as banks, vendors, and management companies
- Maintains current knowledge of all official minutes and policies issued by Territorial Headquarters so that effective support can be given to the Divisional staff in administering the affairs of the Division
- Serve as secretary of the DFB
- Prepares and/or presents all business of the Division to the Divisional Finance Board (DFB); receives, reviews and files copies of the DFB minutes taking action as appropriate based on DFB decisions. Communicates DFB decisions to requesting unit and follow-up with Territorial Headquarters as needed
- Approve expense reimbursement vouchers, Finance department invoices and Property Release of Funds requests
