Job Purpose
General responsibilities include management and coordination/oversight of various environmental compliance and permit programs. Initiates, implements, manages and supports environmental programs, compliance and licensing activities. This job will focus on Air Emissions Monitoring and Reporting and air emission compliance. Knowledge of 40 CFR Part 75 and/or other air regulations a plus but not required. Knowledge of other environmental programs such as waste management, hazardous materials management, emergency response, water and wastewater discharge, fuel and chemical storage management is beneficial. Additional responsibilities may include licensing, permit compliance, regulatory inspections and oversight of environmental activities at company facilities. The position also requires the development and implementation of compliance programs in conjunction with the various operating organizations impacted; interaction with internal personnel, regulatory agencies and members of the public; and the ability to read and understand regulations, laws and statutes.
The position may include the following responsibilities:
- Monitoring National Grid’s field operations and facilitate compliance with applicable local, state, federal & company requirements. Monitoring shall include understanding all environmental requirements for facilities where applicable including generation plants, LNG plants, gas transmission and distribution facilities, and operation centers. Provide and manage documentation of site visits/walkthroughs.
- Responsible for the development and submittal of routine and non-routine regulatory reports and logs as required by federal, state and local regulations including EPA and NYSDEC regulatory submittals.
- Assist in licensing and permitting of new facilities and modification or renewal or existing permits.
- Evaluate the need for, develop and maintain documentation for facilities as required by federal, state and local regulations and/or National Grid’s Environmental Procedures. As appropriate, ensure that the contingency and spill prevention plan information is disseminated to public officials and company personnel.
- Maintain a high level of knowledge regarding current and proposed federal, state and local regulations and National Grid’s Environmental Procedures. Participates in the development of new Environmental Procedures and the periodic review of existing Environmental Procedures. Act as Regulatory Issue Leader within the organization.
- Develop close working relationships with Division Operations, Engineering, Plant and Facilities personnel, provides guidance on environmental issues and ensures National Grid’s Environmental Procedures and EMS are implemented
- Maintain a high level of knowledge regarding the National Grid’s Environmental Management System (EMS) and participates in the implementation of the EMS including developing, implementing and tracking environmental Objectives and Targets and periodic EMS audits.
- The position may also require direction and/or supervision of contractors and may require off-hour response for testing support or other environmental incidents.
- Oversee environmental facility maintenance of records required by government regulatory agencies and company Environmental Procedures such as CEMS, inspection records, forms, permits and regulatory reports and logs.
- Train and motivate engineering and specific line of business personnel to comply with all applicable federal, state and local environmental regulations, National Grid’s Environmental Procedures and EMS.
- Act as a liaison with regulatory agencies, environmental consultants, contractors and hazardous waste vendors
