The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

DES is seeking an experienced and highly motivated individual to join our team as a Senior Fiscal Monitor with the Finance and Business Operations Administration (FBOA). The Senior Fiscal Monitor (SFM) is responsible for assisting the Financial Manager with all fiscal compliance monitors, providing extensive technical assistance to the team and stakeholders, ensuring fiscal compliance per grant specific requirements, uniform guidance and federal regulations. The SFM will also assist with drafting and formulating grant specific fiscal policies and procedures.

Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Complete fiscal monitors of sub-recipients for various federal programs, and provide extensive technical assistance to all stakeholders.
• Review all federal regulations and guidance issued from time to time and evolve into an SME for all grants being supported.
• Identify, research, and review possible impacts of proposed/pending federal and state legislation, policy changes, or funding modifications for assigned areas.
• Monitor budgets, track expenditures, complete federal reports, and assist with annual allocation of funds to sub-recipients.
• Recommend and implement processes to improve internal control, efficiency, and cost saving.

• A broad base of technical knowledge related to the financial management of federal grants.
• Knowledge of internal and external auditing concepts, techniques, and methods.
