Summary

This classification serves as a second level supervisor in Revenue Administration Billing and Assessment unit. Work involves oversight and management of all billing related activities. Incumbent will make interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Incumbents supervise management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
 



Examples of duties

  • Annual billing, Supplemental billing, and Delinquent billing for all tax types as outlined in the Code of Virginia
  • Administers, manages, and monitors all billing functions including, but not limited to, annual and supplemental billing activities
  • Updating positive pay for files with Wells Fargo for electronic payments
  • Updating online payment websites, if applicable
  • Responds to and assists external customers, taxpayers, and citizens.
  • Develop, implement, and monitor policies and procedures; oversee correspondence
  • Manages and supervises staff; performs duties such as performance evaluations and training
  • Responds to and assists other City of Richmond departments regarding posting payments and other processes
  • Reviews processes and procedures to evaluate ways to improve
  • Performs testing of new software upgrades and products
  • Coordinating with print vendor
  • Coordinating mailings
  • May oversee daily operations and direct workflow 
  • Conduct, attend, and participate in departmental staff meetings and meetings with other departments, city leadership, and citizens;
  • Review, prepare, and submit reports; represent the City on matters of fiscal policy and regulation
  • Manage budgets and approve expenditure; and manage personnel.

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):

  • State and Local government tax and/or billing policies and best practices
  • Personal Property, Real Estate, and Business taxes policies and valuation practices
  • Audit practices
  • Basic accounting principles
  • Governmental accounting concepts
  • Analyzing payment allocations
  • Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration, finance, accounting, or related field
  • Five to six (5-6) years of experience in a related field
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
