The Recruitment Specialist II plays a key role in Total Care Services, Inc.’s Recruitment. The Recruitment Specialist II assists in meeting or exceeding the metrics and goals to attract, hire and retain a diverse staff of well qualified persons to ensure the achievement of Total Care Services, Inc.’s mission, goals, and objectives. The Recruitment Specialist II hire staff that support Total Care Services, Inc.’s organizational needs that provide supportive services for persons with intellectual and developmental disabilities in Maryland and the District of Columbia. Recruitment Specialist II will also hire for additional positions in departments across the organization and attend and host job fairs, both virtual and in person, evaluate candidates, and advise managers on the selection of the most suitable candidates. This position is highly visible and requires the ability to prioritize multiple demands, maintain a professional demeanor to represent the organization publicly, and plan toward achieving Total Care Services, Inc.'s strategic hiring goals.
- Provides full cycle recruiting to include preparing, sourcing, screening, interviewing and hiring, while following all employment laws and Total Care Services, Inc.’s policies and procedures.
- Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements and quality candidate profile.
- Maintains applicants and candidates’ documentation throughout the hiring process within the applicant tracking system and other systems for all assigned positions.
- Identify and suggest measures for improving the candidate’s experience.
- Using sourcing methods for hard-to-fill roles.
- Arranges management interviews by coordinating schedules virtually or in person; escorting applicants to interviews; and arranging for company tours.
- Establishes partnerships with assigned hiring managers to identify current staffing needs and quality candidate profiles.
- Meets or exceeds established recruiting goals and metrics by analyzing vacancies and building pipelines to meet organizational growth.
- Maintains a pool of quality diverse candidates to fill positions by developing and maintaining relationships conducting outreach through various recruitment methods such as web-based tools, community centers, job fairs, networking, and collaborations with local resources.
- Stays up to date on recruiting industry and recruiting trends within the healthcare field by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations.
- Accomplishes the organization’s mission by assuring priority vacancies are filled expeditiously.
- Other duties as assigned.
Requirements
- Minimum of Bachelor’s degree (BA) in Human Resources or Business Administration.
- 1 solid year of non-profit experience in the social services field and 3+ years of relevant recruiting and hiring experience with demonstrated results.
- Strong knowledge of employment law and HIPAA regulations regarding recruitment, screening, interviewing, hiring, and onboarding, while maintaining a level of excellence in protecting proprietary information with internal and external customers to avoid legal challenges.
- Knowledge of full cycle recruiting and employee branding techniques.
- Proficiency with HCM systems, (Paychex Human Resources Information Systems (HRIS) a plus), as well as sourcing and marketing tools.
