Job Duties
Western State Hospital is seeking a full time Financial Operations & Decision Support Manager who will manage, organize and direct, key functions of the Fiscal Department on behalf of Western State Hospital (WSH) and the Commonwealth Center for Children & Adolescents (CCCA). Key functions include budgeting, financial analysis and reporting, cost accounting, annual ARMICS review, internal and external audits, and data analytics. An accountant located at WSH reports to this position to help facilitate these key functions; assure compliance with applicable federal and state laws to include the Commonwealth Accounting Policy and Procedure (CAPP) manual. Position works closely with CFO for financial data requested by DBHDS Finance and communicates financial information to WSH, CCCA and DBHDS Executive management, department heads, managers, and supervisors as well as other stake holders as appropriate to support the shared services model between the Western State Hospital (WSH) and Commonwealth Center for Children & Adolescents (CCCA); coordinate and responds to internal and external audits, as well as 3rd party cost report audits and desk reviews; work with the Payroll Manager and Accounting Manager to assure compliance with the Agency Risk Management and Internal Control Standards (ARMICS) on an ongoing basis and coordinates the audit with the DBHDS Comptroller’s Office; report to the Chief Financial Officer; and ensure that the requirements of the performance planning and evaluation system are met, and evaluations are completed by established deadlines with proper documentation.

Minimum Qualifications
- high school graduate or equivalent
- extensive governmental accounting, auditing experience and/or hospital accounting experience
- ability to effectively demonstrate and apply generally accepted accounting principles to a variety of accounting transactions and system processes and be able to respond appropriately to information and audit requests
- significant experience and knowledge of financial internal controls and ability to develop appropriate policy and procedure to ensure that systems are in place to safeguard facility assets
- budgeting experience and ability to prepare financial reports, analyze data and perform trend analysis and financial projections
- proficient with Excel and experience with data reporting tools
- must have, or the ability to obtain, thorough knowledge of the following areas; the Hospital’s billable revenue as well as WSH’s Teaching Hospital status to ensure maximum allowable reimbursement; the Medicare Cost Report for accurate and timely filing; State budgeting processes and fund accounting
- excellent communication skills, both written and verbal as well as the ability to effectively work with a diverse group of employees.
Additional Considerations
- graduate from college with a bachelor’s degree in accounting or related field
- MBA, CPA, or equivalent
- supervisory experience of accounting staff and other fiscal support staff with extensive experience
- significant knowledge of statewide accounting systems, governmental accounting and hospital accounting
- knowledge of hospital operations, including the revenue cycle
- bilingual
