Job Description Summary

Primary Responsibilities:•Oversee and coordinate project initiatives supporting the Department of Energy Office of Intelligence and Counterintelligence.•Using clear and open communication, become a trusted advisor to the Federal Program Manager, addressing questions and issues in a swift, effective manner. •Plan, execute, monitor, control and finalize software projects according to procedures, schedules, and budgets. •Implement and improve Enterprise Application Development Agile/Scrum processes.•Provide requirements and collaborate with the developers with designing, implementing, and maintaining software solutions used throughout the Intelligence Community. •Prepare project execution plans and identify appropriate technical and business resources needed for the team.•Capture and document risks, issues, findings, recommend solutions, and manage the escalation process.•Coordinate project management functions, including schedule management, resource management, change management, risk management and issue management. •Manage artifacts, records development and status reports as needed supporting program management. •Conduct lessons learned sessions and create recommendations to identify and address successful and unsuccessful project elements.•Apply analytical and problem solving capabilities to adapt to shifting priorities, demands and timelines. •Support Management reporting and ad-hoc presentations and solution demonstrations.•Build, develop and grow any business relationships vital to project success. •Manage client sprint demos.•Coordinate and manage testing events and system deployments.•Establish priorities for development sprints.•Lead in user story refinement meetings.•Lead in all scrum ceremonies (stand-ups, retros, etc.).•Coordinate and lead monthly (or bi-weekly if needed) project update meetings with clients.•Responsible for building team collaboration, commitment towards achieving sprint objectives and viewing team needs above everything else.•Continuously work to improve team performance and productivity:-Encourage team accountability, self-organization, and empowerment.-Share common Agile practices.-Promote and support the development team’s automated processes.-Facilitate Retrospectives which generate new ideas for process improvement.•Maintain relevant metrics that guide the development team to more efficient processes in their work and in satisfying their Product Owner and stakeholders. Champion the use of Flow metrics and other objective measures by teams•Maintain effective information radiators that aid transparency and encourage clear communication between the development team, the Product Owner, and stakeholders.•Facilitate learning and development among employees through individual and team coaching.•Communicate agile principles, scrum practices, kanban methods, and overall operating model across the organization.•Formulating governing policies such as Definition of Ready and Definition of Done in view of the organization's principles to support Agile-based approaches.Required Skills:•Candidates must posess an active Top-Secret clearance.•Maintain a current Project Management Professional (PMP) certification. •Certification as agile coach or scrum master.•Five or more years of experience as an agile coach.•Three or more years’ experience working with teams daily.•BS/BA•Demonstrated Five+ years in software development and 4 or more in a Scrum Master role.•Demonstrated five+ years of experience in:oDelivering software products.oExperience as a Scrum Master within enterprise scale SDLC environments. oExperience in using traditional SDLC, as well as scrum, kanban, and the Scaled Agile Framework (SAFe).oExperience with Jira project management tools and implementation of best practices in Agile tools and workflows.oTrack record of implementing agile techniques in different work cultures and environments.oRunning development projects of varying sizes and complexity.oManaging agile programs/projects. oManaging Product Backlogs and scoping sprint work.oSupporting Federal government clients.Desired Skills:•Strong skills for leading, educating, and coaching.•Experience working independently and in a team-oriented, collaborative environment. •Take leadership and ownership with minimal supervision.•Manage project estimation and reporting, including budget and resource requirements.•Strong leadership, attention to detail, solid work ethic.•Strong written and oral communication skills as well as strong interpersonal skills. •Conduct research and analysis to discern and address the root cause of project-related issues.•Comfortable navigating (or learning to navigate) TFS independently.•Comfortable contributing to system testing activities.#techjobs #clearance
