Overview
As Manager of Engineering Design Controls, you will work under general direction from the Director of Capital Development and Delivery to establish design standards, specifications, and guidelines to support Community Transit’s capital projects, including both horizontal and vertical construction efforts. In partnership with the Manager of Project Controls, you will establish, lead, and maintain a comprehensive design control program, ensuring consistent application of design standards and specifications across all projects. This includes reviewing and approving design plans, specifications, and estimates.
You will collaborate closely with agency managers and subject matter experts to ensure alignment with agency goals, regulatory requirements, and industry best practices. A key responsibility will be creating a transparent and organized program for regularly updating these standards to reflect advancements in technology, materials, and sustainability practices.
You will also serve as the agency’s technical authority for design reviews, offering expert guidance to support project managers and planners.
Essential Duties
- Direct, plan, organize, implement, and evaluate the program strategy and vision for Community Transit’s approach to design controls for capital projects. Establish a decision-making structure to assess and implement future changes to the program through regular engagement with program leads across the organization and consultation and coordination with the executive team. Work with the Manager of Project Controls to ensure a seamless process for users.
- Support individual project managers throughout the design and construction phases in select areas, including development of independent government cost estimates (IGCEs) and initial project schedules, review of consultant and contractor submittals, Requests for Information (RFIs), and other areas. Conduct quality checks.
- Review project plans for external developer and agency projects. Attend and represent Community Transit at meetings with external stakeholders to discuss project designs. Provide comments and make recommendations regarding how proposed project elements interface with Community Transit facilities and operations. Provide technical requirements for external parties to incorporate improvements that meet agency needs.
- May supervise assigned staff, prioritizing and assigning work. Set goals and evaluate performance, providing timely and appropriate feedback, coaching, and recognition. Make hiring, termination, and disciplinary recommendations. Train staff and offer professional development opportunities. Promote diversity, equity, and inclusion in all staff programs and activities.
- Maintain current knowledge of trends and developments in construction and relevant government regulations. Ensure designs comply with all applicable local, state, and federal regulations.
- Perform other duties of a similar nature or level.
Requirements
Minimum Qualifications
- Bachelor’s degree in engineering, architecture, construction management or a related field.
- Professional Engineer (PE) License.
- 10 years of experience in engineering design, project management, or quality assurance, with 3 or more years in a leadership role.
- 4 or more years of experience on active construction projects.
An equivalent combination of education and experience to successfully perform the job duties is also accepted.
Knowledge Requirements
- Developing and managing design control programs.
- In-depth knowledge of engineering design principles and construction practices for varied project types including roadways, buildings, etc. as well as an understanding of transit project lifecycles.
- Design techniques and tools for creating plans, specifications, and estimates.
- Building and construction materials, methods, tools, and equipment.
- Industry standards as well as understanding of federal, state, and local regulatory requirements.
- Proficiency with design software (such as AutoCAD), project management tools (such as MS Project, Primavera), and quality management systems
