Program Manager Re-Entry

Cherry Health is a Federally Qualified Health Center (FQHC) with a mission to improve the health and wellness of individuals by providing comprehensive primary and behavioral health care while encouraging access by those who are underserved. The Program Manager is responsible for custody and security related to operations at the Residential Re-entry program.  This includes supervision of the Shift Supervisors and Residential Care Coordinator (RCC) team, management of safety standards, supply procurement process, and client chemical substance testing process.  This individual maintains adequate records of resident activities according to Federal Bureau of Prisons (FBOP) contract guidelines and attends all Cherry Health facility staff meetings. This is a full-time, benefit eligible position typically working 8 hours per day, Monday-Friday.

Requirements:

• Bachelor’s degree in a social or behavioral science program from an accredited college or university required.  LMSW license or master’s degree preferred
• CADC certification through MCBAP preferred
• CPR/Heartsaver certification required
• Must have current valid driver’s license and access to transportation for the performance of job duties
• Three years’ experience in direct care management required.  Experience in a mental health, substance abuse, correctional, or adult residential treatment program highly desired, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
• Knowledge of federal criminal justice systems and community correctional programming
• Excellent verbal, written, and interpersonal communication skills
• Ability to work independently and effectively with minimal supervision
• Strong technology skills including, but not limited to, the Internet and Microsoft Office Suite
• Ability to exercise good judgment in appraising situations and decisions
• Ability to identify and maintain agency and resident confidential information
• Knowledge of re-entry program services, resident needs, and management techniques
• Knowledge of theories and issues in substance use treatment, including familiarity with the major techniques current in use

Responsibilities:

• Executes program safety and security functions to include monthly and annual inspections, as well as monthly drills for tornado/fire and natural disasters
• Manages supply procurement process that adheres to Cherry Health’s standards. Monitors, maintains inventory, and purchases facility supplies
• Manages the residential facility’s policies and procedures related to security and living arrangements (in-house or home confinement)
• Coordinates random room, facility, and/or vehicle searches
• Assists with audit preparations, corrective action tasks, and follow-through
• Provides narrative and statistical reporting
• Coordinates campus vehicle maintenance
• Assists in the development of program rules, regulations, and procedures
• Provides non-clinical, after-hours, on-call emergency response; cover shifts when needed
• Ensures client activities are within budgeted amounts and funds are properly used
• Ensures RCC staffing expenses coincide with budgeted staffing projections, adjusted as necessary for fluctuations in utilization
• Schedules, supervises, and assists with professional development of Shift Supervisors and RCCs
• Conducts and documents staff meetings as needed
• Assists in the hiring, training, and evaluation of all program staff
• In partnership with Cherry Health Human Resources, oversees the admission, orientation, supervision, and discharge of program residents to include adding new admissions to proper books, i.e., urine I.D., bed book, and other forms
• Oversees fingerprinting, medication process/logs, and all program logs
