Banyan Global seeks a Senior Program Manager to support Civil Military Programs (CMP) by enhancing training, assistance, and assessment for the National Guard Youth Challenge Program (NGYCP) and DoD STARBASE. Civil Military Programs (CMP) include the National Guard Youth Challenge Program (NGYCP), which provides military-based training and life skills education for at-risk youth and the DoD STARBASE Program, which enhances STEM education for K-12 students.
This position will oversee training, technical assistance and performance assessments to improve program effectiveness and ensure compliance across multiple sites. The objective is to increase NGYCP enrollment, retention, and graduation rates while ensuring long-term success for participants beyond the program. The Senior Program Manager will collaborate with state and local governments, program directors, and DoD leadership to develop policies, enhance program operations, and improve long-term youth outcomes.
This position is based in the United States and is contingent on funding. This position is part-time and estimated to require 30% of a full-time position.
Responsibilities
Program Development, Data Analysis & Evaluation
- Develop and maintain a quarterly work plan to support assessments, training, and assistance of NGYCP and DoD STARBASE programs.
- Oversee DoD STARBASE and NGYCP assessments, program evaluations, and compliance reviews.
- Assist in designing a National Database for NGYCP tracking and compliance.
- Assess and improve NGYCP recruitment, retention, staff training, and academic achievement.
Training & Technical Assistance
- Oversee development, planning and execution of NGYCP and STARBASE staff training workshops and certification courses.
- Supervise ongoing technical assistance and support for NGYCP and STARBASE programs.
- Assist NGYCP Directors in identifying and resolving operational issues and develop corrective action plans.
Communication & Stakeholder Engagement
- Publish quarterly NGYCP Training Newsletters and coordinate annual Directors’ Workshops.
- Prepare and submit monthly status reports, progress reviews, and program recommendations to leadership.
- Oversee the development of outreach materials, including short promotional videos, to enhance program visibility.
- Coordinate with government agencies, program directors, and other stakeholders to ensure alignment with program goals.
Qualifications
- Education: Bachelor’s degree in Finance, Accounting, Business, or a related field required. Master’s degree in Business, Management, or a related field preferred.
- Experience:
- Minimum of 5 years of experience in public sector consulting.
- Minimum of five 5 years of experience managing large, complex federal government projects.
- Minimum of five 5 years of experience working with state and local governments and/or nonprofit organizations.
- Skills:
- Excellent written and verbal communication skills, with the ability to engage and collaborate with diverse stakeholders.
- Strong project management skills, with the ability to oversee multiple initiatives simultaneously.
- Strong analytical and problem-solving abilities, with experience in data tracking and reporting.
- Proven ability to lead large-scale training and assessment programs in a government or military setting preferred.
- Certification: Project Management Professional (PMP) certification required.
- Security Clearance: Not required.
