ORGANIZATION OVERVIEW:
The primary purpose of the Supplier and Procurement Quality Representative (SQR) role at BNL is to support line organizations in establishing effective quality assurance processes and practices – with the overall impact of mitigating risk and ensuring compliance in accordance with the 10CFR50 Appendix B, 10CFR21, ASME NQA-1, DOE Order 414.1D, and other applicable requirements while striving for increased efficiency and effectiveness of project execution. The SQR is the primary deployed resource for the Quality Management Office (QMO), working directly with QMO Managers, line organizations, and procurement staff to achieve this impact. The SQR is responsible and accountable for delivering (i.e., planning, implementing, and assuring effectiveness) all elements of BNL’s Quality Assurance Program and compliance with project-specific requirements.
POSITION DESCRIPTION:
The Quality Management Office (QMO) is seeking an energetic self-starter to join their team as a deployed Quality Representative.
The incumbent, as a Supplier and Procurement Quality Representative, will support BNL’s Supply Chain and assist in the planning, implementation, monitoring, and maintenance of the suppliers supporting the laboratory science mission. This includes providing technical expertise to the procurement organization. In addition, the incumbent assists in determining acceptable methods for the adequacy and implementation of the Quality Audit Program and all activities affecting quality required to assure compliance with provisions of the BNL’s Quality Assurance Program.
Overall, the successful candidate will have a demonstrated track record of leadership and broad-based exposure to quality-related techniques and methodologies.
Essential Duties and Responsibilities:
Schedule, participate in, and document nuclear internal/external audits, assessments, and surveillance in accordance with applicable NQA-1 requirements and other standards.
Assist with the development of new suppliers to the applicable nuclear requirements.
Manage ESL (Evaluated Supplier Listing) of all NQA-1 suppliers.
Assist management with tracking the status of documented supplier non-conformances and corrective action reports.
Become BNL representative within EFCOG supplier quality organization.
Serve as an interface with client quality representatives on quality issues as appropriate.
Participate in internal assessments of implementation of procedures and Quality Assurance Program requirements. This includes developing assessment criteria, assessing implementation of requirements, documenting results, preparing reports, performing follow-up, and tracking corrective actions. In addition, provide support for external assessments and reviews of the project.
Participate in Events and Issues lifecycle of causal analysis, corrective actions, and verification of completion for assessments and surveillances.
Participate in the CAS (contractor assurance) and Institutional Risk Register based activities.
Assist in the generation, implementation, and maintenance of QA systems and procedures.
Proficiency in providing direction and on the job training to assigned personnel.
Review and Approval of Requisitions for Quality Assurance Program Requirements Applicability and Flow Down
Provide QA support to Business Services; Procurement, Property and Fiscal Services as required.
Travel of 2-4 weeks per year
Required Knowledge, Skills, and Abilities:
Education/Work Experience
Requires a high school diploma or equivalent plus:
- a BS degree in a technical field and 6 years work experience or;
- a technical institute, Adult BOCES certification, AA degree in a technical field, CCI program completion at BNL plus 10 years experience or;
- a technical high school certification program (eg. BOCES) and 11 years relevant work experience or;
- 12 years relevant work experience.Knowledge of and experience with procurement processes and interfacing with suppliers.
Strong interpersonal skills to interact with new and existing suppliers as well as management personnel.
