The Public Governance Directorate (GOV) works to help governments design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive socio-economic challenges and deliver on government’s commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. GOV supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

With over 340 staff and an annual budget of 60M EUR principally funded by Voluntary Contributions, GOV is seeking an experienced finance, human resources and administration professional to work in a fast paced and complex environment. The selected person will work under the supervision of the Director and will collaborate closely with the Deputy Directors and Heads of Divisions to provide strategic guidance and advice on management, human resources, and financing activities in light of corporate human resource, budget, and finance guidelines. The selected person will manage a team of approximately fifteen staff in GOV’s Resource Management Unit (RMU).

Job Description

Main Responsibilities

Strategic Management and Liaison

  • Assist and advise the Director, Deputy Directors and members of the Senior Management team on the design and implementation of the Programme of Work and Budget, while ensuring strategic oversight of the Directorate’s human and financial resource management needs and general administration in accordance with the applicable regulations, guidelines and good practice.
  • Advise the Director and Deputy Directors on financial sustainability and risks in the context of current and anticipated financial resources, staffing levels, spearhead good practices in VC and HR management in the directorate, including through the GOV VC Board, to improve GOV’s strategic management of VCs and ensuring transparency and accountability in reporting to Members.
  • Provide the Director, Deputy Directors and the Senior Management team with technical, administrative and analytical support for their work and meetings as well as timely information on human resources and budgetary issues, the use of resources and availability of funds.
  • Represent the Directorate in organisation-wide reform projects to ensure that new policies and procedures are implemented and managers are kept abreast of developments and that the Directorate’s concerns and needs are well represented.

Budget, Voluntary Contribution Management and Donor Relations

  • Co-ordinate the preparation of the Directorate’s Programme of Work and Budget, ensure sound planning, monitoring and reporting, and participate in and co-ordinate the evaluation of its implementation.
  • Assume responsibility on behalf of the Director for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditure – both internally and to Members and other donors – in accordance with OECD rules and procedures.
  • Co-ordinate the preparation, review and adequately documented administration of grants and Voluntary Contributions. Participate in and advise Senior Management on negotiations with donors.
  • Oversee the proper execution of grants and Voluntary Contributions in accordance with their terms and conditions, and ensure that the corresponding financial reports are prepared and submitted in a timely manner.
