Job Duties
The Department of General Services (DGS) Fiscal Office is seeking a qualified applicant to fill the position of Financial Reporting Manager within the General Ledger/Financial Reporting Unit. This position will ensure expectations are clearly communicated while providing leadership, training, and direction to a staff of professional accountants performing a variety of complex accounting and analytical functions within the areas of General Ledger, Fixed Assets, Grant Reporting, Lease Accounting, and Financial Reporting while also providing financial, functional and technical support to Divisions within the Agency.
This position will be responsible for managing, reviewing, analyzing and approving monthly financial statements, journal entries, reconciliations, financial projections, and forecasting of accounting data with accuracy and in a timely manner. This position will also be responsible for examining, evaluating and releasing; fixed assets, lease expenditures, and subscription-based IT transactions while managing all related financial reporting. This position will prepare and review financial attachments, schedules, and footnotes for the year-end submissions to be included in the Commonwealth’s Annual Comprehensive Financial Report. Will also provide management with accurate and timely financial information; tools to help improve financial processes; provide guidance to DGS management through the various financial processes using verbal and written communication skills; make timely and effective recommendations that support management in planning and decision making; interact with management and other state agencies on financial matters.

This position may be eligible for up to 2 days of telework per week after 6 months of satisfactory performance.
Minimum Qualifications
• Considerable experience in accounting (to include accrual basis accounting), finance and/or business management.
• Considerable experience managing professional accountants to include training and evaluating performance.
• Demonstrated experience with preparing and/or assisting with generating Trial Balances, Income Statements, and/or Cash Flow Statements.
• Highly proficient skills in utilizing Microsoft Office (Word, Outlook and Excel); to include utilizing formulas, pivot tables, etc., to create and develop spreadsheets.
• Significant skills utilizing automated accounting software applications to input and review financial data, run queries, generate financial reports, and to further develop and improve work processes.
• Ability to independently research, analyze, and evaluate large volumes of complex financial data and accounting transactions to successfully manage and review monthly GL activity and account reconciliations.
• Ability to effectively reason in the abstract, conduct complete and thorough analysis, interpret data for accuracy, determine the impact of actions using problem-solving skills.
• Working knowledge of Generally Accepted Accounting Principles.
• Demonstrated ability to evaluate compliance with policies and procedures.
• Knowledge with fund and/or governmental accounting.
• Knowledge of Cash basis accounting.
• Ability to work independently, multitask, work well under deadlines, effectively prioritize work, and pay attention to details.
• Demonstrated ability to understand, develop, explain, and apply policies and procedures to present conclusions and make justifiable recommendations. S
