Job Description
The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.
Job Description
Under the direction of the Executive Vice President of Property Management Operations (EVP), the Administrative and Tenancy Strategic Advisor will assist in the supervision and operations of administrative and tenancy functions within Property Management Operations, including Neighborhood Administrators, Property Managers, Housing Assistants, and related staff. The Strategic Advisor will participate in the day-to-day management of administration and tenancy functions within Property Management Operations, undertaking direct measures on behalf of the EVP to improve quality of service and production levels; improve resident communications, resolve staffing, budgetary and procurement issues; liaise and collaborate with the Public Housing Tenancy Administration (PHTA) departments and the Law Department, address specific resident tenancy issues; develop and track strategic priorities on matters such as rent collection, lease enforcement, and resident accountability; assist in the response to external inquires and requests; assist in emergency response actions; attend resident and other public meetings as necessary, and aid in addressing all other ad hoc day-to-day tasks associated with a large, complex organization such as NYCHA.
Primary Responsibilities
The responsibilities of the Administrative and Tenancy Strategic Advisor include, but are not limited to the following:
- Work closely with the EVP to manage day-to-day administrative and tenancy functions.
- Develop, implement, and track EVP priority projects and initiatives regarding resident communication, rent collection, annual and interim recertifications, non-payment and termination court cases, compliance with Section 8 and other programs, customer service in Property Management Offices, transfers and reasonable accommodations, relocations and vacancies, including deceased tenants, family partnership referrals, rent calculation, remaining family member and grievance processes, responses to external departments and stakeholders (such as HUD) and other administrative and tenancy function.
- Work with PHTA and Learning and Development to assist in developing training programs affecting Property Managers and Housing Assistance staff in Property Management Operations.
- Collaborate with PHTA on enforcing administrative and tenancy policies, procedures, and best practices.
- Serve as the EVP’s primary liaison to NYCHA programs such as PACT, the Trust, and Comprehensive Modernization and ensuring that Boroughs, Neighborhoods, and individual properties are in compliance with these programs’ requirements and operational needs and expectations with respect to administrative and tenancy requirements.
- Participate and plan stat meetings with Neighborhood Administrators and Housing Managers to review metrics, trends, policy issues, specific cases, production issues, staffing issues, and miscellaneous issues.
- Assist in developing staffing and budgetary requests and decisions related to administrative and tenancy functions.
- On behalf of the EVP and in coordination with PHTA and other departments, communicate with internal and external stakeholders, most notably, the Federal Monitor, residents, elected officials, partner agencies, employees and civic groups on administrative and tenancy related issues.
- Act as liaison between the EVP and senior Property Management Team, functioning as a resource for identifying challenges and developing solutions, and ensuring the timely flow of information.
- Track and follow up on key deliverables at the Executive Team level.
- Manage confidential data, including sensitive business, financial and personnel information.
- Manage other staff within the Office of the EVP.
- As needed visit and work from NYCHA developments and Borough offices to address and resolve various issues affecting Property Management Operations.
