Organizational Context and Scope

Under the overall supervision of the Chief, Global and Domestic Programmes and the direct supervision of the Head of Financial Liaison and Compliance Unit; in close coordination with US Refugee Admissions Program (USRAP) Senior Management Team and Travel Loan Program (TLP) staff, Finance and Administrative staff in IOM Washington DC global office and its sub-offices; and in collaboration with relevant units at Headquarters and the Administrative Centres, the incumbent will provide specialized support to  the financial compliance activities for USRAP and TLP projects. In addition, the incumbent will support the Financial Compliance Unit in delivering other functions as required.

  1. Support the periodic review of federal and other financial reports for the USRAP, TLP, and other US funded projects.  Assist in verifying the accuracy of these reports prior to certification and submission.  Guide IOM field missions on the preparation of financial reports as appropriate.

  2.  Perform spot checks on financial transactions under USRAP and TLP projects to detect noncompliance with donor requirements and IOM policies. Contribute to developing practical recommendations aimed at strengthening processes, enhancing data accuracy, mitigating fraud risks, and reducing the likelihood of donor-disallowed costs.

  3. Assist in reviewing budgets submitted by for USRAP, TLP and other projects for proposals to US donor agencies. Provide inputs related to donor and internal compliance requirements and support the endorsement process within IOM’s project management system, PRIMA.

  4. Assist in reviewing funding requirement analyses, financial pipeline reports, and other ad hoc financial reports to support internal coordination, donor funding requests, and reporting requirements.

  5. Assist in monitoring financial aspects of USRAP, TLP and other globally implemented US-funded projects. Support coordination efforts with relevant units within IOM Washington, and field offices, as applicable.

  6.  Provide  administrative guidance to Project Managers and Resource Management Officers on financial and administrative procedures throughout the project cycle of USRAP and TLP, including budgeting and donor-specific requirements for locally managed projects.

  7.  Compile  analytical financial data, including charts, trends, and statistics on US funding or USRAP, for internal and external use.

  8. Provide specialized support in the financial monitoring of USRAP and other US-funded projects.

  9. Support the close-out process of completed awards and grants related to US-funded projects.  Maintain an organized filing system for all project-related documents and donor financial reports.
