Job Summary
Aptive seeks a IT Human Capital Management Support to support business operations and executive support services to the Solution Delivery Division (SDD) within the Defense Health Agency (DHA). The objective of this project is to assist the Government with business operation activities in support of the SDD. Among the requirements for SDD are IT support services for human capital management in accordance with the Federal Acquisition Regulation (FAR) and other applicable Federal regulations, policies, and standards.
Primary Responsibilities
The IT Human Capital Management Support staff person will support:
- implementation of sytems used for manpower, performance management, workforce planning and human capital management.
- Able to support human capital management by leveraging understanding of the Army, Navy and Air Force military personnel and manpower programs and regulations governing those programs.
- Support business development/growth activities.
Minimum Qualifications
Minimum qualifications include:
- Knowledgeable of manpower, performance management, workforce planning and human capital management.
- Required comprehensive understanding of the Army, Navy and Air Force military personnel and manpower programs and regulations governing those programs.
- Proficiency in MS Office (Word, PowerPoint, Excel, Outlook), SharePoint.
- Familiarity of the DoD and the Defense Health Agency is highly desired.
- Must be detail-oriented, organized, and self-motivated with high attention to detail.
Desired Qualifications
- PMP certification
- Lean certification
- Experience in managing complex projects for a federal agency; DHA preferred
- Ability to get up to speed quickly on complex issues
- Desire to work in a fast-paced, rapidly evolving environment
- Excellent ability to communicate (written and verbally) across most mediums and settings
- Experience preparing and managing integrated project initiatives, performing major decision making, solution development, analysis and evaluation, and risk mitigation
- Ability to manage, lead and motivate a small to mid-sized team of professional staff
- Outstanding written, verbal, and presentation communications skills
- Experience with business process and system improvement projects and efforts, including building organizational alignment around new systems and tools
- Excellent project management skills and attention to detail; ability to work collaboratively in teams managing multiple projects with complex deliverables in a fast-paced environment.

The SDD serves as the premier provider of information and technology, simulation, and acquisition program management for the Defense Health Agency. SDD leverages an innovative acquisition culture, acquisition-trained workforce, and a business-oriented mindset that drives continuous rationalization, optimization, cost reduction, and modernization. As a division of the DHA Program Executive Office for Medical Systems, SDD’s Program Management Offices (PMOs) and Branches provide logistical, administrative, and technological applications and support to internal and external DHA and Military Health System stakeholders and customers. In this role, SDD supports the Combatant Commands by supplying robust medical logistical support, lifecycle management, information technology infrastructure, and health delivery applications to provide globally integrated health services.
This role will support the Executive Front Office, Business Staff (BS) and Stakeholder Engagement (SE) Branches in SDD within the Program Executive Office for Medical Systems/ Chief Information Officer J6 (PEO MS/CIO J6), part of DHA. BS provides customer service across SDD, supporting Branches and PMO staff in the areas of administrative services, logistics and facilities, time and attendance, organizational training, and IT Human Capital management for manpower, military, and civilian personnel support. SE promotes SDD’s IT solutions by implementing proven outreach strategies that positively shape stakeholder and user perception and experience.
