Job Description:

The Salt Lake City Public Services team is hiring a new Urban Services Division Director! In this role, you’ll manage, plan, develop, and administer services and programs in the newly created Urban Services Division, which include three main programs: parking enforcement, school crossing guards and clean city (graffiti removal, illegal dumping, general right-of-way, cleanliness). You’ll assign and direct work of staff, regularly review program activities and performance, and monitor and ensure assigned programs are meeting goals and objectives of the Department and the City.

This is an appointed, at-will position without tenure and exempt from the career service system.

Successful candidates for this role will be able to maintain a high level of personal and professional integrity while providing customer service to the public and internal customers, competently navigate conflict whether internal to the organization or with the public, seeking its successful resolution and, continuously analyze the effectiveness of their operation, proposing alternatives for a more efficient allocation of resources.

This position oversees operations scheduled Mon- Sun between 6:00 and 11:00 pm. This is a full-time (40 hours/week) position working traditional business hours (Monday through Friday 8am to 5pm), although flexibility is required, as you may be required to work holidays, weekends, and/or evenings. This position is not eligible for a hybrid/work-from-home schedule.

About the Team:

The Urban Services Division has a large presence throughout the City, with 71 full-time and 85 part-time employees. The services provided by the Division are crucial in maintaining safe and accessible public spaces for visitors, residents and businesses in Salt Lake City, from enforcing parking violations to ensuring safe school crossings and targeted trash and graffiti removal.

Position Pay Range:

$110,000 - $145,000 annually, depending on experience and education.

  

Key Responsibilities:

  • Responsible for the Division’s budget. Manages the work effort and strategies to ensure revenue goals are met. Directs the preparation and adjustments to the annual budget document. Monitors   and manages spending projections, resources and financial transactions. Ensures appropriate processes, procedures, and policies are in place and followed for all financial transactions.

  • Presents the Division’s policies and positions in meetings, negotiations, and communications with the public, citizen and industry groups, mayor and city council members, other government agencies, the media and other public forums within assigned areas of authority, ie Community and Neighborhood Organizations.

  • Collaborates with the Transportation and Financial Operation Divisions to assess and recommend code revisions as well as policy changes related to on-street parking.

  • Responsible for developing training and implementing the use of best practices for the efficient and effective operation of each of the programs under the Division.

  • Oversees the day-to-day operations of each program in the Division, ensuring the timely response to public requests for service.

  • Creates strategic plans to support the policies, goals and objectives of each program.

  • Responsible for hiring program personnel and providing needed coaching and appropriate discipline. Ensures employee productivity and effective use of resources by coaching, mentoring, and training managerial staff. Evaluates and documents performance of direct reports and overall Division.

  • Directs the evaluation and implementation of contracts that support the operations of the Division.

  • Oversees, plan and direct regular meetings with other city entities involved with the implementation and oversight of Division operations, mainly Transportation, Finance, Public Lands, Facilities, and Streets.

  • Performs other duties as assigned.

Minimum Qualifications: 

  • Bachelor’s degree in Public Administration, Business Management, or closely related degree, plus six (6) years progressively responsible experience managing public programs including a minimum four (4) years in a supervisory capacity. A combination of six (6) years of
