Senior Anti-Submarine Warfare Analyst providing expert technical analysis and operational assessment for the Ship ASW Readiness and Effectiveness Measuring (SHAREM) program at Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This critical position leads at-sea data collection efforts aboard US and coalition naval vessels, conducts detailed reconstruction of complex ASW engagements, and authors definitive analytical reports that shape Navy tactical development. With 15+ years of naval experience, this senior expert directly influences fleet ASW readiness through rigorous analysis of sensor performance, weapons effectiveness, and tactical employment against submarine threats.
ESSENTIAL FUNCTIONS
Exercise Planning & Test Design
* Design comprehensive test and data collection plans for SHAREM exercises and SCC Operations
* Develop exercise scenarios testing ASW sensors, weapons, and countermeasures against representative threats
* Create data collection matrices for SQQ-89 systems, aircraft sensors, and weapons employment
* Coordinate collection requirements across surface ships, submarines, and ASW aircraft
* Design controlled experiments for torpedo firings and countermeasure employment
At-Sea Exercise Leadership
* Serve as Lead Observer aboard US and coalition vessels during 4-6 SHAREM exercises annually
* Coordinate shipboard data collection teams, ensuring capture of critical performance data
* Observe and document watchstander decision-making and tactical employment
* Monitor Combat Information Center operations during ASW prosecutions
* Supervise collection of acoustic data, system logs, and tactical communications
* Brief/debrief crews on exercise objectives and data requirements
* Support Submarine Command Course (SCC) torpedo firing exercises at underwater ranges
Exercise Reconstruction & Analysis
* Lead post-exercise reconstruction using NSTRAT, Raptor, and VOT analytical tools
* Analyze SQQ-89 system tapes for contact validation and missed detection opportunities
* Reconstruct multi-platform ASW engagements with precise track correlation
* Evaluate sensor performance across acoustic, electromagnetic, and visual spectrums
* Assess weapons employment effectiveness, including torpedo attacks and countermeasures
* Validate contact reports and reconcile data from multiple sources
* Determine ground truth using range data and submarine reports
Technical Analysis & Reporting
* Primary author for SHAREM Reconstruction and Analysis Reports (4-6 annually)
* Lead development of Cross-SHAREM Analysis examining trends across multiple exercises
* Author Annual Reports synthesizing the year's ASW performance data
* Develop Measures of Effectiveness (MOE) assessments for sensors, weapons, and tactics
* Analyze ASW performance against pacing submarine threats
* Identify capability gaps and recommend tactical improvements
* Support SURFRG and Warfare Improvement Program (WIP) initiatives
Systems & Weapons Analysis
* Evaluate ASW sensor performance (hull-mounted, towed array, sonobuoys)
* Analyze torpedo effectiveness and evasion tactics
* Assess acoustic countermeasure employment and effectiveness
* Review helicopter dipping sonar and sonobuoy field optimization
* Examine multi-static and bi-static sensor employment
* Validate tactical decision aid algorithms and recommendations
Stakeholder Communication
* Brief analysis results to fleet commanders, program offices, and acquisition authorities
* Present findings at technical workshops and warfare improvement conferences
* Develop exercise messages in naval format (NTP-3 compliant)
* Interface with US and allied naval personnel on tactical findings
* Support foreign disclosure coordination for coalition exercises
Requirements
Experience:
* 15+ years of Navy experience relating to ship/submarine/aircraft operations and warfare tasks
* 6+ years of experience managing technical projects or programs
* Extensive operational experience in Anti-Submarine Warfare
* Demonstrated ability to work independently in shipboard environments
* Experience conducting complex operational analysis and assessment
Technical Competencies:
* Deep understanding of ASW sensors, systems, and tactical employment
* Ability to analyze complex multi-platform engagements
* Proficiency in technical writing for military analytical reports
* Strong data analysis and reconstruction capabilities
* Experience with naval exercise planning and execution
