The City of Fort Worth’s Environmental Services Department is seeking a dedicated and motivated Senior Environmental Specialist to join the Water Quality Team within the Environmental Quality Division. This position supports the City’s commitment to protecting public health and the environment by ensuring compliance with municipal, state, and federal environmental regulations. The Environmental Quality Division oversees critical programs designed to maintain water quality standards, safeguard natural resources, and ensure the City meets regulatory requirements.

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university with major coursework in biology, chemistry, environmental science, or a related field
  • Three (3) years of responsible experience in state or federally-regulated environmental programs
  • Valid Driver's License
  • Candidate selected for hire must pass a Pre-Employment Drug Screen, Physical Human Performance Evaluation, Criminal Background check, and Driver’s License Check

Preferred Qualifications:

  • 40-hour HAZWOPER Emergency Response Training
  • Experience in stormwater construction management, including compliance investigations, best management practices, and monitoring
  • Knowledge of MS4 permit regulations and activities such as IDDE, spill response, wet weather monitoring, rapid bioassessments, cosmetic cleaner oversight, and internal assessments
  • Experience in training and mentoring junior personnel
  • Strong understanding of state and federal environmental regulations and quality monitoring standards
  • Excellent communication, project planning, and time management skills

The Sr. Environmental Specialist job responsibilities include:

  • Serve as subject matter expert and program lead for the City’s Construction Stormwater and Grading Permit Programs, ensuring compliance with the MS4 permit (with limited supervisory duties).
  • Conduct MS4 compliance and enforcement activities, including industrial and construction stormwater inspections, illicit discharge detection and elimination (IDDE), spill response, field screening (dry and wet weather), cosmetic cleaner oversight, and internal audits.
  • Perform and document environmental investigations and inspections in accordance with City of Fort Worth and Texas Commission on Environmental Quality (TCEQ) requirements.
  • Support supervisory staff in tracking and overseeing essential Water Quality Section functions.
  • Provide guidance to citizens on TPDES/NPDES permit compliance through workshops and outreach.
  • Assist with public education events, community meetings, and deliver scientific, technical, and training presentations.
  • Receive cross-training and assignments across the Water Quality Team and Environmental Services Department.
  • Monitor team workload and deliverables, ensuring quality assurance of staff work products and reports.
  • Prepare detailed technical reports, including complex calculations, data analysis, and documentation of findings.
  • Provide administrative support to supervisory colleagues as needed.
  • Represent the City in state and municipal administrative hearings and court proceedings.
