Position Overview

The Office of Inspector General is seeking to hire a dynamic, organized, detail-oriented Investigations Chief for the Chicago Metro Region.  The Investigations Chief will be responsible for supervising a team of investigative and administrative staff within a geographical location responsible for analyzing relevant facts and data involving allegations of abuse, neglect, financial exploitation, deaths or serious injuries.  The Office of Inspector General assists individuals with physical, developmental and/or intellectual disabilities and assists agencies and facilities in prevention efforts by investigating all reports of abuse, neglect and mistreatment in a timely manner, to foster humane, competent, respectful and caring treatment of individuals with disabilities.  The ideal candidate must have prior investigative experience and maintain confidentiality and handle sensitive information with professionalism.

Job Responsibilities

  1. Serves as the Bureau Chief for the Office of Inspector General (OIG), Bureau of Investigation, Metro Region. Plans, directs and coordinates, through subordinate section supervisors, the investigations of the Metro Region.
  2. Assigns cases and monitors the progress of OIG investigations and reviews, which includes reviewing investigations of allegations of abuse, neglect, financial exploitation, deaths, or serious injuries in State-operated facilities and community agencies.
  3. Serves as full-line supervisor.
  4. Reviews prepared cases for all administrative and criminal reporting to determine accuracy and appropriateness.
  5. Develops, coordinates and tracks appropriate training for all investigative staff.  
  6. Develops and continually assesses the goals and objectives of the assigned region.
  7. Reviews all incident report forms and investigations conducted by facility and/or community agencies for compliance with accepted investigative practice, quality and thoroughness.
  8. Serves as liaison to the appropriate investigative personnel of the Departments of State Police, Public Health, Children and Family Services, Department heads of DHS, and other investigative entities.
  9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.
  2. Requires three (3) years of progressively responsible investigatory experience in a public or private organization.

Preferred Qualifications

  1. Five (5) years of professional experience interviewing witnesses, collecting, and gathering data involving abuse/neglect and or malfeasance/misfeasance for a public or private organization.
  2. Five (5) years of professional experience preparing investigative reports.
  3. Five (5) years of professional experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
  4. Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
  5. Three (3) years of professional experience attending criminal, civil or administrative proceedings and providing expert witness testimony for investigative results and/or assessments.
