The Division of State Human Resource Management (HRM) is seeking a dynamic and detail- oriented individual who can work in a highly confidential environment leading the Bureau of State Workforce Employment Programs and Labor Relations. This position is responsible for developing and successfully executing large initiatives related to employment programs and labor relations, requiring coordination and alignment across multiple agencies of the State Personnel System. The SPS is the largest personnel system in Florida’s state government and is comprised of over 97,000 positions in the Career Service, Selected Exempt Service, and Senior Management Service pay plans, as well as Other Personal Services.

 

The Work You Will Do:
As the Chief of State Workforce Employment Programs and Labor Relations, you will oversee a wide variety of enterprise workforce programs related to leave benefits, talent management, and labor relations. Additionally, this position will collaborate with the Bureau of State Workforce Design and Compensation on the integrated delivery of human resource (HR) related consultative services to other state agencies. You will be directly involved in formulating HR strategies impacting the entire State Personnel System workforce. This role provides opportunities to work on statewide HR initiatives and special projects that drive innovation and modernization of HR processes.

 

Pay:
$90,000 to $100,000 Annually

 

Your Specific Responsibilities:

The primary responsibility of this position is to serve as a member of the management team in the Division of State Human Resource Management and to supervise the staff and manage the staff in the development, maintenance, and implementation of employment policies, collective bargaining activities, and strategies for the State Personnel System.

Policy Development: Reviews, prepares and recommends new or revised rules, legislation, strategic planning and proposals on human resource issues. Formulates policy, establishes priorities and objectives, and provides guidance to management and staff in the development and implementation of human resource programs. Represents the Division at rule hearings, legislative committee meetings, advisory council meetings, and collective bargaining sessions, as requested. Responsible for all policy development for State Workforce Employment Programs and Labor Relations.

Management:  In consultation with the Director, establishes the priorities and objectives for State Workforce Employment Programs and Labor Relations. Designs and develops work plans and methodologies including identification of required resources to manage, plan, organize, and accomplish assignments in a timely and accurate manner to ensure completion of program objectives.

Supervisory:  Directs and supervises State Workforce Employment Programs and Labor Relations staff to ensure compliance with the Department’s employment policies and procedures, rules, and Florida statutes. Maintains an awareness of staff’s areas of strengths and weaknesses and develops a plan to improve needed areas. Works with staff to plan for their career goals, as related to the Department’s mission, coordinates and supports training to reach staff’s career goals. As a leader, motivates staff and accomplishes tasks through teamwork. Communicates any areas of concern related to staff performance to the Director and recommends plans of action for improvement.

Consultative and Technical Assistance: Provides consultative and technical assistance to Division staff, management, agencies, and the public based on a thorough working and historical knowledge of State and Federal laws, regulations, rules, trends analysis, past practices, best practices, and collective bargaining agreements pertaining to the Division’s responsibility.
