Summary
This position works as a Management Analyst III – Behavioral Health and Intellectual Disability (ID)/ Developmental Disability (DD) Quality Assurance Analyst within the Office of Compliance & Risk Management. This position performs advanced analytical work to support quality assurance, regulatory compliance, internal auditing, and program evaluation across the CSB's behavioral health system.The position requires specialized knowledge of behavioral health quality assurance, evidence-based behavioral health and developmental disability (ID/DD) practices, and federal and state regulations governing mental health, substance use disorder, and ID/DD services.
Responsibilities include conducting preventive, monitoring, and corrective quality assurance activities to strengthen regulatory compliance, improve documentation quality, reduce organizational risk, and prepare programs for external licensing reviews and payer audits.
Also conducts targeted clinical documentation reviews with standardized quality-assurance tools to assess compliance with the Department of Behavioral Health and Development Services (DBHDS), Department of Medical Assistance Services (DMAS), Centers for Medicare & Medicaid Services (CMS), managed care organizations, federal behavioral health block grants, and DBHDS STEP-VA requirements. The position identifies documentation deficiencies, compliance risks, billing vulnerabilities, and operational issues that could lead to licensing citations, audit findings, or financial recoupments.
Responsibilities include developing quality-assurance tools, conducting organization-wide analyses of documentation and compliance trends, preparing audit reports and performance dashboards, supporting corrective action planning, and evaluating services for alignment with evidence-based practices. Collaborates with clinical and administrative leadership to strengthen documentation standards, regulatory compliance, and continuous quality improvement across multiple behavioral health programs.
This role exercises considerable independent judgment in interpreting regulatory requirements, assessing compliance risks, and recommending system-wide improvements. Unlike positions focused on a single program, this role analyzes trends across multiple service lines to identify enterprise-wide risks and opportunities to enhance quality, compliance, and operational performance. This position plays a critical role in protecting program licenses, supporting billing integrity, reducing regulatory and financial risk, and ensuring high-quality, compliant behavioral health services.
Works under the direction of the Behavioral Health Manager.
