This position serves as a Network Services Contract & Procurement Specialist responsible for a broad range of provisioning and procurement functions for the Illinois Century Network (ICN). In this role you will work with vendors and coordinate and prepare bid documents including Sole Source, Invitations for Bid (IFB), and Requests for Proposal (RFP). In addition, you will serve as agency liaison to wide area network (WAN) telecommunication vendors for backbone, broadband, egress, as well as hardware, maintenance and power related to WAN POP and ILA sites. Essential Functions
35% Under general direction, serves as a Network Services Contract & Procurement Specialist for the Department of Innovation & Technology (DoIT):
- Obtains data quotes and orders Wide Area Network (WAN) backbone, broadband, and egress circuits.
- Coordinates contracts and orders for WAN backbone, broadband, and egress circuits.
- Maintains circuit and circuit costs documentation.
- Assists Regional Technology Center (RTC) staff and with ordering circuits.
- Serves on call to assist Network Services and RTC staff with circuit provisioning information.
- Plans, designs, recommends, and coordinates the installation of, or alteration to, wireless, voice, data, IT desktop or IT WAN communications equipment and services located within the customer premises.
30% Completes and submits provisioning requests and procurement business cases for Network Services procurements:
- Collaborates with the Illinois Century Network (ICN) Business Unit or end user, to prepares Requests For Proposal (RFP), Invitations For Bid (IFB), and Requests For Information (RFI).
- Assists with evaluation of RFP, IFB, and RFI responses.
- Assists with RFP, IFB, and RFI contract negotiations in conjunction with vendor and appropriate legal counsel.
