Weapons Estimating Subject Matter Expert (SME)

The Weapons Estimating Subject Matter Expert (SME) will support the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Management and Budget (NA-MB) with fiscal planning and strategy, budgeting processes, cost estimating analysis, and more. This position is going to be located at Albuquerque, NM.

ESSENTIAL FUNCTIONS:

The primary purpose of this position is to provide cost estimating subject matter expertise to support NA-MB, providing budgetary support and guidance for NNSA programs and field offices. The Weapons Estimating SME will provide analytical services and support for cost estimation and programming specifically for nuclear weapons. Essential functions include:

• Foster cost estimating and analysis collaboration within the Nuclear Security Enterprise (NSE)-wide and with external partners.
• Demonstrate subject matter expertise in supporting the Phase 6.X processes for weapon modernization programs.
• Provide expertise to support credible and accurate parametric cost, schedule, and phasing models , providing NNSA leadership information and tools to make data-driven decisions throughout the Planning, Programming, Budgeting and Evaluation (PPBE) process and at various programmatic milestones.
• Collect and normalize historic project data from the NSE sites, providing parametric cost, schedule and phasing models.
• Providing cost estimating methodologies for projects throughout their entire life cycle.
• Provide reports and products to senior leadership in NNSA, capable of presenting results of analysis to senior decision makers.

Requirements

REQUIREMENTS:

• An active DOE Q security clearance.
• A bachelor’s degree in business, management, finance, nuclear engineering or a related field.
• 15+ years’ of federal consulting experience.
• 5+ years of experience directly supporting NNSA HQ.
• Highly effective communication skills (written and oral), effective work in fluid, high-paced environment, essential teamwork skills, detailed oriented
• Possess a Nuclear Weapons Certification from the Defense Nuclear Weapons School.
• Experience in collecting and normalizing historic weapons systems data from M&O sites; experience with developing parametric cost, schedule and phasing models; experience in developing cost models in support of all phases of the PPBE process;
• Demonstrated experience in developing cost estimating methodologies for weapons systems projects at all stages of the 6.X process; shown the ability to develop briefing products and reports for senior leadership and present results of analysis to senior decision makers.
• Demonstrated subject matter expertise in supporting the Phase 6.X processes for weapon modernization programs including Life Extension Programs (LEPs), Alterations (Alts), and Modifications (Mods).

PREFERRED REQUIREMENTS:

• A master’s degree in business, management, finance, nuclear engineering or a related field.
• Possess a professional certification in project management and/or cost estimating (PMP, CEP, etc).
