BACKGROUND
Purpose of Activity/Assignment:
Mental Health and Psychosocial Support (MHPSS) is an institutional priority for the UN, and for UNICEF. The UNICEF Strategic Plan 2022-2025 identifies MHPSS as a priority area, building upon existing programming through child protection, education, and health.
The IASC MHPSS Minimum Service Package (MSP) is an inter sectoral package of high priority MHPSS activities needed during humanitarian crises to address the mental health and psychosocial support needs of affected populations. The MSP was released as an IASC product in December 2022. Technical support to use the MSP and strengthen the MHPSS response across different areas of work has been provided in different emergency settings. To support the implementation of the MSP, a range of operational tools were developed, including: an MSP workshop; the MHPSS key message bank; the MSP Monitoring and Evaluation Indicator Bank; and Sector-specific guides.
The purpose of the consultancy is to continue to enhance the MHPSS response capacity with the MSP through supported implementation, field test and development of operational tools.
Scope of Work:
The consultant will provide training and support to build the capacity of humanitarian actors in using the IASC MHPSS MSP across different sectors and areas of work to strengthen the MHPSS response, including MHPSS Technical Working Groups and implementing agencies. The consultant will also support the field test and further development of MSP operational tools.
Terms of Reference / Key Deliverables:
- Support research project on Arts-based MHPSS interventions and advise on alignment with the MHPSS MSP, and support the field test of the MSP Multi Sectoral MHPSS Assessment Toolkit- 1 Review of findings of a desk review of arts-based interventions, 1 Review of findings of key informant interviews on arts-based interventions, 2 Reviews of draft outline of arts-based interventiont to ensure alignment with the MHPSS MSP and other IASC MHPSS best practice guidance documents., At least 4 review discussions per country (4) using the MSP Multi Sectoral MHPSS Assessment Toolkit - By 31/12/2024
- Advise on content of an Arts-based intervention to align with the IASC MHPSS MSP and other IASC guidance, Review the outputs of the field test of the MSP Multi Sectoral MHPSS Assessment Toolkit Gather lessons learned on the use of the MSP Multi Sectoral MHPSS Assessment Toolkit - At least 3 meetings with art-based intervention consultant, 2 rounds of feedback on the content developed for arts-based intervention manual, Review of 4 MHPSS assessments from different humanitarian emergencies, 1 compiled report of lessons learned and best practices from the field test of the MSP Multi Sectoral MHPSS Assessment Toolkit – By 28/01/2025
