As a Fire and Emergency Services (FES) Specialist, you’ll be responsible for assisting federal agency clients with developing, implementing, and overseeing FES programs. You must track and monitor the progress of multiple complex and ongoing projects. You will help with a wide variety of communications and outreach tasks associated with executing FES programs, including facilitating communications among a set of internal and external stakeholders, communicating new program opportunities and enhanced program efficiencies, and managing outreach efforts on behalf of clients’ FES programs. You must also adapt to dynamic senior-level headquarters operations tempo.

You will primarily provide support for the Department of Defense’s (DoD) FES program but will be expected to support other federal clients’ FES programs.

What You’ll Do:

  • Review, analyze, and develop recommendations for improving existing DoD FES policy and guidance documents, and programmatic and budget priorities.
  • Identify and monitor applicable FES legal, policy, standards, and other requirements.
  • Conduct research on technical and policy topics to identify policy gaps and develop best practices and guidance for various routine FES activities that may also streamline FES program activities or create efficiencies and cost savings.
  • Review and assist with developing policy positions and responses to actions initiated by other federal agencies that may have implications for DoD FES policy, program planning, budget decisions, and implementation strategies.
  • Monitor and maintain awareness of technical, legal, policy, and substantive changes and advancements in disciplines related to fire and emergency services, updating and providing analysis in technical papers or other products, as warranted.
  • Prepare briefings, presentations, and decision memoranda in support of deliberations and decisions by senior DoD management.
  • Manage logistics related to all ongoing efforts, including meetings, technical exchanges, and working groups.
  • Draft outreach and communication documents for internal and external use.
  • Develop communications and outreach approaches and products to educate the public on the DoD’s FES program.
  • Analyze FES metrics used to evaluate the FES program.
  • Prepare and submit data calls to relevant stakeholders, compile data call results, review data to ensure quality and accuracy, and prepare and finalize Reports to Congress or other ad-hoc reports.
  • Identify, analyze, prioritize, and complete tasks based on the dynamic timelines and environments at the headquarters level.
  • Develop and follow existing processes for creating high quality deliverables and ensuring on-time delivery.
  • Collaborate across the Booz Allen team to leverage expertise from others to prepare and iterate on deliverables.

You Have: 

  • 6+ years of experience with leadership in all-hazards and FES
  • Experience with FES administration, and studies and analyses on new and emerging emergency response issues, challenges, and concerns
  • Experience engaging collaboratively with stakeholders on emergency issues, including federal and state agencies
  • Experience with communications and outreach efforts and products, the Incident Command System (ICS), and using Microsoft Office and standard computer applications
  • Knowledge of leadership in interagency and interdisciplinary emergency response
  • Knowledge of FES policies, guidance, and regulations, including NFPA Codes and Standards
  • Knowledge of FES operations and incident response, interagency fire and emergency response operations, all hazard incident response and interagency operations, and wildland fire response and management
  • Ability to adapt to a rapidly changing work environment while maintaining flexibility and versatility, foster solid relationships that promote cooperation and communicate expectations, and analyze situations and make well-informed decisions
  • Ability to obtain a Secret clearance
  • HS diploma or GED
