The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The Directorate currently comprises approximately 220 staff members (economists, statisticians, scientists, engineers, administrative staff, consultants and trainees) working across a broad range of environmental issues such as: green growth, climate change, biodiversity, water, eco-innovation, circular economy, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, transport, development assistance, trade and investment policies. Job Description

The Climate, Biodiversity and Water (CBW) Division of the OECD Environment Directorate is looking for a  qualified and experienced Policy Analyst to play a pivotal role in coordinating the OECD’s contribution to the  work of the Global Commission on the economics of water (https://watercommission.org/ ).  Under the supervision of the Senior Counsellor for Global Water Affairs, the selected candidate will serve as the main interface between the OECD and senior global leaders involved in the work of the Global Commission and will co-lead OECD support to a high-level international initiative on water economics.

Main Responsibilities

Analysis, research and drafting

• Provide expert analysis and insights to contribute to the advancement of the Commission’s and OECD’s objectives.
• Support research led by the Global Commission: deliver programming on the Commission’s strategies; support and coordinate the work of Commission-level teams; contribute to the identification, development and implementation of a policy-relevant programme of work for the Global Commission.  
• Draft and present analytical papers tailored for a wide-ranging diverse audience, policymakers and citizens.

Stakeholder Engagement, outreach and events:

• Coordinate stakeholder engagement, convening a series of thematic societal dialogues on water. This includes identifying relevant partners, setting the agenda, identifying and liaising with speakers, reporting on the discussions
• Coordinate relations between the Global Commission and a network of research institutions, and lead on thematic research, with OECD experts and beyond.
• Coordinate the political process in the lead up to strategic global events, including the Summit of the Future, CBD and Climate COPs, joint IMF/WB meetings, WEF meetings in Davos, as decided by the Global Commission.
• Act as focal point/resource for best practices on work of the Global Commission on the economics of water.

Communications

• Liaise with the co-chairs of the Global Commission; convene regular calls and in-person retreats of the Global Commission
• Engage with the dedicated Communications team, to ensure clear and effective communication of the Global Commission’s messages
• Coordinate high impact communication, in line with the communication objectives & strategy at selected events and on global platforms
• Manage the publishing process, in collaboration with the dedicated communications team.

Implement regular communication channels horizontally across the organisation about water initiatives.

Other

• Explore how the work of the Global Commission can inspire the overall OECD programme of work on water.

Qualifications

Academic Background

• An advanced university degree in a relevant field, economics, environmental or natural resource economics or in another related discipline.
