We are seeking a Senior Director of Contracts to manage our contracts administration team supporting a portfolio that includes federal, state, and local and commercial contracts supporting our Health, People and Human Sciences (HPHS) Group. The ideal candidate will have extensive people management experience; advanced contract drafting, reviewing, and negotiating experience; and capture/proposal support and business volume development experience. ICF is working in a true hybrid environment, and preference will be given to a candidate that can work from the Reston HQ and/or Rockville office 1-2 days a week.
What you’ll be doing:
- Provide daily oversight and management to a team of 25+ contracting professionals.
- Provide training and mentoring to team members to develop and build upon skillsets of the team to ensure growth and development of each individual member.
- Identify and develop opportunities to streamline processes, improve the contracts support model, and make operations more efficient.
- Foster and develop leadership, negotiation, business proposal and contract administration skills in members of the team at various levels and points their career.
- Conduct consistent team meetings to ensure flow down of department/company processes, procedures and policies.
- Hands-on proposal support.
- Oversee and assist in the development of compliant business proposals to address RFP requirements, pricing strategies, and mitigate risk consistent with sound business practices, company policies, and government regulations.
- Delegate workload among team members to ensure effective and efficient support to proposal and project teams.
- Review and negotiate non-disclosure agreements, teaming agreements, contracts, and subcontractor documents (when ICF is subcontractor).
- Participate in proposal reviews to ensure compliance with corporate policies, pertinent regulations, and customer requirements.
- Identify items of risk to stakeholders and properly resolve/mitigate with the company's best interests in mind.
- Provide oversight and assist in resolving contractual issues that may arise in performance of the contract with a focus on mitigating ICF’s risk while meeting the customer’s needs.
- Ensure proactive maintenance of contracts documentation consistent with established ICF practices.
- Manage dispute resolution on client contracts.
- Provide guidance to internal business partners ensuring compliance with RFP requirements and/or contractual requirements while adhering to company policy and established practices to mitigate risks accordingly.
- Support with company M&A efforts performing due diligence and integration efforts.
- Engage with client acquisition counterparts (federal, state or commercial) to develop important relationships and partnerships.
What you’ll need:
- Bachelor's degree (or applicants can substitute one year of related experience for one year of education).
- 15+ years of experience in contracts administration.
- 8+ years of management/supervisory experience.
- Experience with Federal Acquisition Regulation (FAR), and other federal regulations including but not limited to civilian agencies such as USAID, NIH, DHS, etc.
- Significant experience with state legislation, procurement and contract requirements as well as contracts with commercial and not-for-profit entities.
- Experience with writing and managing business/price volume proposals.
- Experience drafting company policies and procedures.
