About the role

3rd Street Youth Center & Clinic is a community-based organization located in Bayview Hunters Point, San Francisco, dedicated to the health and development of youth aged 12–24. We provide integrated services—including medical and behavioral health care, transitional age youth (TAY) housing, and workforce development—to meet the complex needs of young people navigating systems, trauma, and transition. The Director of Housing – Residential Program is a senior leader responsible for the strategic and operational oversight of 3rd Street’s 24/7 residential housing portfolio, which includes the TAY Navigation Center (“The Nav”) and 3900 Housing for justice-involved youth. This position ensures the delivery of high-quality, trauma-informed, and developmentally appropriate residential services that align with best practices and agency's mission. The Director will manage site leadership, guide continuous improvement, lead external and internal partnerships, and serve as a key liaison to funders and systems-level stakeholders.

As a counterpart to the Director of Housing and in close collaboration with the Clinical Director of Behavioral Health – Residential Programs, the Director of Housing – Residential Programs will play a critical role in maintaining program excellence, operational rigor, and youth-centered outcomes. This position requires a visionary yet hands-on leader who can operate independently, think strategically, and manage day-to-day operations in a fast-paced, high-accountability environment.

Duties & Key Responsibilities

Strategic and Operational Leadership

  • Provide executive-level oversight of all residential housing operations, ensuring alignment with organizational goals, values, and standards of excellence.
  • Serve as the agency’s subject matter expert on congregate and transitional housing models for TAY, driving innovation and adaptation based on emerging best practices.
  • Partner closely with the Director of Housing and Clinical Director of Behavioral Health – Residential Programs to ensure integrated, holistic, and coordinated care across the housing continuum.
  • Represent 3rd Street in public forums, funder meetings, community partnerships, and system-wide planning efforts related to TAY housing and residential care.

Program Oversight and Compliance

  • Oversee the implementation and fidelity of residential program models at the Nav and 3900, ensuring services are trauma-informed, harm-reduction-based, culturally responsive, and youth-driven.
  • Maintain strong systems for compliance with all licensing, safety, documentation, and contractual requirements from city, state, and federal funders.
  • Ensure residential programs meet performance targets related to housing retention, stabilization, service engagement, and youth outcomes.
  • Develop and lead CQI (Continuous Quality Improvement) processes that drive program learning, accountability, and excellence.

Staff Supervision and Culture-Building

  • Directly supervise the Director of Residential Programs and Residential Program Managers at the Nav and 3900 Housing, providing strategic coaching, accountability, and professional development.
  • Foster a culture of excellence, collaboration, and mutual respect across multi-shift, multidisciplinary residential teams.
  • Collaborate with the Clinical Director of Behavioral Health – Residential on staff training, case reviews, and crisis response protocols.
  • Ensure consistent communication, support, and supervision practices across all hours and levels of residential operations.

Fiscal Stewardship and Resource Management

  • Manage program contracts, including leading contract negotiations, meeting reporting requirements, and ensuring compliance and adherence to all relevant policies and procedures
  • Work with program leadership and finance staff to develop and monitor
