About the role

Position Summary

The Senior Payroll Manager is responsible for the ownership of the Payroll functions for over 3,000 employees, including timely and accurate payments to employees, compliance with company policies and multi-state payroll and benefit regulations, development of standard operating procedures and internal controls, maintenance of supporting documentation, audits and systems implementation, training of payroll staff members, supporting the monthly and fiscal annual closes and budgeting processes, maintenance and regression testing for Payroll and Time and Attendance systems, subject matter expert for payroll related laws and regulations.

Job Duties

Oversee the daily operations of the Payroll department. Direct and control accurate and timely recording of time, pay rates, benefits deductions, taxes and wage garnishments for all employees for payroll preparation, processing and distribution. Responsible for accurate and timely records to meet monthly, quarterly and annual Federal and State tax reporting requirements. Responsible for providing documentation, reconciliations and analysis for internal and external audits. 

  • Manage payroll disbursements for multiple companies under the Connecticut Children's corporate infrastructure, including benefits, taxes and wage garnishments in compliance with federal and state wage and hour laws.
  • Responsible for weekly, bi-weekly, monthly and yearly period close activities for Payroll, including balancing, corrections, and regulatory requirements, including W-2 reporting for over 3,000 employees.
  • Responsible for maintaining accurate records to support PTO balances, month end accruals and tax and benefit liabilities. Timely reconciliation and payment of all Payroll tax and benefit obligations.
  • Key contributor for implementation of Payroll and Timekeeping Systems.
  • Maintain and regression test payroll and time and attendance systems during routine maintenance, regulatory changes, and process improvement/enhancement initiatives. 
  • Establish and maintain policies and standard operating procedures for Payroll processing.
  • Establish and maintain internal controls for Payroll functions and roles.
  • Establish and maintain strong working relationship with Human Resources, Information Systems teams and Operating departments.
  • Responsible for hiring, training, coaching, motivating team and providing routine feedback regarding performance. Cross train team members for adequate coverage.
  • Responsible for appropriate staffing plan to ensure accurate, quality outcomes and to meet fiscal budgetary requirements.
  • Continuous Process Improvements to streamline operations and gain efficiencies.
  • Provide support as needed during the budgeting process and month-end close.

  • Responsible for staying up to date on payroll law and best practices, including ongoing education and attending webinars and onsite training events.

  • Hires, trains, develops, and evaluates payroll team members. 
  • Serves as escalation point on sensitive and complex payroll issues. 

Minimum Education and Experience Required

Minimum education (degree/type of degree). 

Bachelor's Degree in Finance, Business, Accounting, Human Resources, Information Systems or Management


Minimum experience (minimum years & type of experience). 

6+ years managing multi-state payroll department


Preferred education & experience. 

Extensive experience with Payroll and time keeping Functions and Systems required, preferably ADP, Oracle and Kronos. Extensive Knowledge of applicable local, multi-state and federal rules and laws specific to wage, hour and benefits. Advanced in MS Office (especially Excel and Access)

License and/or Certification
