Position Overview

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in the Illinois Environmental Protection Act and Illinois EPA programs to serve as a Senior Public Service Administrator, Option 9G, Licensed Professional Geologist for the Bureau of Water/Public Water Supply/Groundwater Section. The successful candidate will Serve as the Groundwater Section Manager to a team of thirteen (13) with two (2) direct reports. Essential Functions

25% 1. Serves as the Section Manager, Licensed Professional Geologist (9G) directing the activities of the technical and professional staff for the Bureau of Water (BOW), Public Water Supplies (PWS), Groundwater (GW) Section, Illinois
Environmental Protection Agency (IEPA)
:
• Plans, directs, coordinates, manages, and reviews the activities of the statewide groundwater protection though subordinate supervisors, which includes the State’s activities in sampling, monitoring and program evaluation.
• Monitors, reports, and evaluates the outcomes with the Illinois Groundwater Protection Act and the Environmental Protection Act requirements.
• Develops and prepares biennial reports as required by the Groundwater Protection Act on protection activities and ambient groundwater monitoring, wellhead protection area modeling, source water assessments, Class III groundwater designations, setback waivers, expanded setbacks, regulated and recharge area requirements.
• Provides technical assistance to water pollution control programs on compliance and enforcement of the Groundwater Protection and Environmental Protection Acts.
20% 2. Serves as Licensed Professional Geologist, full-line supervisor to subordinate supervisors within GW programs:
• Assigns and reviews work.
• Provides guidance and training to assigned staff.
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs.
• Establishes annual goals and objectives.
• Approves time off.
• Adjusts first level grievances.
• Effectively recommends and imposes discipline up to and including discharge.
• Prepares and signs performance evaluations.
• Determines and recommends staffing needs.
20% 3. Performs and directs complex groundwater studies:
• Assimilates and analyzes highly complex technical scientific resea
