Description
The Payroll Specialist provides support to the Fiscal and Human Resources departments by processing payroll, completing employee record changes including new hires and separations, maintaining payroll records, producing reports and documentation regarding payroll for internal and external entities, and providing training to managers on relevant CPC pay systems. Applies appropriate accounting principles to record and analyze financial information and prepares financial reports as requested.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Support Community Progress Council’s Vision, Mission and Values by considering actions and decisions that support CPC’s values-based strategic direction.
· Administers payroll with a zero errors objective.
o Collaborates with the Fiscal and HR teams to ensure payroll is processed accurately and in a timely manner.
o Reconciles benefit carrier invoices with employee withholding amounts on a monthly basis.
o Serves as the main point-of-contact for the payroll system; communicates with Paylocity Account Manager for assistance with system errors or concerns.
o Supports researching and resolving payroll system problems, unexpected process flaws, and recommending solutions.
o Responsible for accurately tracking and maintaining paid time off records; works closely with management to ensure timecards are approved in a timely manner and pay codes and program number allocations are accurate; reports accurately.
o Reviews year-end employee payroll information such as W-2 tax forms.
o Tracks Payroll trends, history, and troubleshoots any anomalies.
· Assures compliance with local, state and federal laws and standard payroll practices
o Processes information properly, timely, maintaining physical and electronic files, and other processes and may perform quality checks for HR-related data.
· Provides back up to HR and Fiscal functions related to employee records and reporting.
· Assists department in pulling information required for funder monitoring and year-end financial audits.
· Maintains accurate and complete electronic and physical filing systems to ensure adequate documentation for auditors and to meet standard accounting regulations. Archives old fiscal files.
· All other duties as assigned
Requirements
EDUCATION and EXPERIENCE: Associate Degree in Business Administration, Accounting or equivalent with a minimum of three years’ experience in Payroll, Bookkeeping and Accounting. Experience with Paylocity preferred. Payroll professional certification desired.
LANGUAGE SKILLS: Ability to read, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers and employees.
Required Skills: Excellent organizational skills, High-level Microsoft Office Suite in a Windows environment skills.
CERTIFICATES, LICENSES, REGISTRATIONS: National Sex Offender Registry, PA State Criminal History, Childline Child Abuse Certification, and FBI Background check required prior to hire; a Physical assessment including a tuberculosis skin test and Child Abuse “Mandated Reporter” training due within 90-days of hire.
