About the role

The Project Manager I supports the IT PMO by coordinating, tracking, and delivering technology projects with emphasis in two core stewardship areas:
1. Program level budget ownership, ensuring accurate forecasting, financial alignment, and governance.
2. Resource management across the IT PMO, ensuring reliable capacity forecasting, variance monitoring, and up to date resource allocations in support of portfolio decision making.

The PM I partners with resource managers, finance, technical teams, and PMO leadership to maintain transparency and accuracy in both cost and resource data — responsibilities consistent with enterprise PMO procedures.

This role is ideal for early career project managers interested in developing deep expertise in financial stewardship, resource governance, and structured PMO processes.

As SNC's corporate team, we provide the company and its business areas with strategic direction and business support spanning executive management, finance and accounting, operations, human resources, legal, IT, information security, facilities, marketing, and communications.

Responsibilities:

Budget Ownership & Financial Management

  • Own the consolidated budget for assigned IT PMO programs, ensuring compliance with PMO standards and governance expectations, consistent with enterprise cost‑planning procedures.
  • Develop, maintain, and refine cost forecasts (labor, materials, services, tools, infrastructure, risk reserves) for all projects/programs under IT PMO.
  • Track monthly actuals vs. forecast; identify and communicate variances; partner with Finance to resolve discrepancies.
  • Collaborate with IT resource managers to ensure forecasts align with staffing assignments and approved resource requests.
  • Maintain auditable records of budget changes in alignment with IT governance and audit requirements.

Resource Management

Resource Forecasting & Capacity Planning

  • Support the structured approach to IT resource forecasting, supply‑and‑demand modeling, and capacity analysis, consistent with the IT Resource Management procedure.
  • Maintain accurate resource allocations for assigned projects within Tempus (or successor tooling), ensuring alignment with schedules and approved staffing plans
  • Identify persistent variance patterns (over‑ or under‑allocations) and proactively report them to PMs to determine whether adjustments are required.
  • Support PMO leadership in portfolio‑level resource roll‑ups, supply/demand assessments, and scenario‑planning requirements used in EIPM and annual budget cycles.

Resource Request Management

  • Collaborate with resource managers to forecast role‑based resource needs for upcoming phases of work, using generic and/or named resources as defined in PMO processes.
  • Ensure only approved resource requests are utilized for project planning and execution, escalating capacity or availability concerns as needed.
  • Update project‑specific resource plans as estimates refine and new information becomes available.

Project Coordination & Delivery Support

  • Support scope definition, schedule development, milestone tracking, and deliverable planning aligned with PMO procedures.
  • Assist in risk, issue, and dependency tracking.
  • Participate in program reviews and provide updates on budget, schedule, and resource health.
  • Maintain documentation repositories in compliance with audit requirements.

Stakeholder Communication

  • Provide regular status reporting, including financial health, resource allocation status, accomplishments, risks, and upcoming activities.
  • Partner with cross‑functional teams (Engineering, Cyber, Architecture, Business Partners, Finance) to support program alignment and readiness.

Process & Compliance

Budget Management

  • Adhere to PMO procedures and governance models for project planning, cost management, and resource forecasting.
  • Support continuous improvement of PMO cost‑planning frameworks and annual budget‑planning cycles.

Charge Code Management

  • Open, manage, and close charge codes according to enterprise requirements, including PMSR initiation, Costpoint status reviews, phase‑appropriate activation, and full close‑out coordination with Planning, Supply Chain, Finance, and PMO leadership.
  • Ensure all commitments, labor access, and inventory considerations are resolved prior to permanent closure.

Resource Management Governance

  • Adhere to all resource‑governance controls, including cadence‑based forecasting updates, approval processes, and collaboration duties outlined in IT PMO policy.
