About the role

Leidos Engineering is seeking a Director of Capture Management to join our Southern US Distribution Engineeering business within our Power Delivery Solutions division.

The successful candidate will be primarily focused on improving the Section’s Capture Efficiency and Win Rate. Strong technical writing capabilities and understanding of client perspectives are required. Strong communication skills and ability to communicate with both technical and non-technical staff and senior leaders are also required. Candidates with a background in electric distribution design will be highly preferred.

This role is largely remote in nature, but candidates should be located in the Southeastern United States, in order to best serve our utility clients, internal teams, and Leidos' business development efforts.

 

Director of Capture Management Responsibilities are as follows:

  • Contribute to Win Themes and Capture Strategy for large RFIs/RFPs and MSA Re-competes.
  • Coordinate with Growth team to maintain list of upcoming MSA re-competes and coordinate preparation activities as appropriate. Provide routine reporting to Section Manager on status updates.
  • For large MSA Re-competes, solicit input from Growth, Section Manager and Program Director to draft Capture Plans and Engagement Plans. Conduct gap analysis and provide feedback to Program Director.
  • For large RFPs, draft Technical Proposal Content with assistance from Growth, Section Manager and Program Director.
  • Coordinate with SST personnel to ensure timely and compliant proposal responses
  • Review and recommend for approval to section manager minor proposals and change orders
  • Coordinate with section manager, program Director, contracts, Growth, and PM staff to ensure all proposal activities are in compliance with ATO procedures and timelines
  • Provide oversight and support PM staff with price modeling activities. Ensure appropriate assumptions/clarifications are considered and documented.  Ensure appropriate price and cost data are considered during review process to ensure both market competitiveness and profitability.
  • Review modeling assumptions to validate burdened cost estimates and PM/EBITDA calculations
  • Coordinate with Section Manager, Program Director, Contracts and EIA leadership to assist with contract negotiations. Review proposed Ts&Cs for compliance with EIA/Commercial guidelines. Recommend and draft contract redlines as appropriate during negotiations.
  • Assist section manager and program director with risk identification, planning and mitigation strategies, including on-going review of existing Contracts Terms and Conditions.
  • Assist section manager and program director to develop BRR/BAR deliverables. Support other risk management activities in support of large RFP responses.
  • Track all active RFP and Capture activities with routine reporting to Section Manager.
  • Assist with drafting presentation content (PP slides) for Capabilities Briefings and other customer presentations.  Attend and present material as appropriate.  Ensure other presenters are fully prepared, rehearsed and coordinated.

Background Requirements (Basic Qualifications):

  • Completed Bachelor’s degree in and 8+ years of relevant experience or Master’s degree and 6+ years of prior relevant experience.
  • Degree in electrical or mechanical engineering (or other technical field) is highly preferred
  • Proven Experience working in a consulting environment for US-based IOUs (Investor-owned Electric Utilities)
  • Proven Familiarity with business concepts associated with electric power delivery and electric grid infrastructure projects
  • Demonstrated Technical writing and proposal development experience
  • Strong verbal communication skills and prior experience briefing executives
  • Demonstrable understanding of all contract types as well as payment types (e.g., FFP, T&M, cost plus, etc).
  • Willingness to travel throughout the SouthEastern United States to support customer-facing activities, strategy workshops and internal meetings; Travel requirements may vary buy are estimated to be at least 25%
