National Environmental Permitting Director

STV is seeking a skilled and experienced National Environmental Permitting Director to join our Environmental team at our New York City office. The National Environmental Permitting Director will be responsible for designing, implementing, and overseeing environmental permitting projects focused on the Northeast with national growth opportunity. This role requires a strong understanding of environmental regulations, permitting, and project management skills to ensure successful project outcomes.
Responsibilities:
Provide Wetlands Identification and Delineation, Wetlands and Vernal Habitat Mitigation Plans
Prepare Regulatory Permitting and Land Use Permitting
Prepare Environmental Impact Statements (NEPA, NJ EO-215, NYS SEQRA, NYC CEQR, Municipal)
Manage the environmental scope of Design-Build projects from initiation to completion, including proposals, budgeting, scheduling, resource allocation, and quality assurance.
Prepare Phase 1 Environmental Site Assessments, Phase 2 Environmental Site Assessments, Due Diligence Investigations, Waste Characterizations
Conduct site assessments and investigations to identify environmental contamination sources and assess risks to human health and the environment.
Prepare technical reports, drawings, and specifications detailing permitting requirements, mitigation plans, system designs, and implementation procedures.
Coordinate with regulatory agencies, stakeholders, and contractors to obtain permits, approvals, and support for remediation projects.
Conduct field oversight and monitoring during permitting and mitigation activities to ensure compliance with plans, regulations, and safety protocols.
Provide technical expertise and support to internal teams, clients, and stakeholders on environmental remediation issues and solutions.
Qualifications:
Bachelor's degree in environmental engineering, civil engineering, or a related field. A master's degree is preferred.
Proven experience in environmental permitting, including site investigation, permitting, and project management.
Strong knowledge of environmental regulations, permitting, and industry best practices.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams, clients, and regulators.
Strong problem-solving abilities, attention to detail, and ability to work independently and prioritize tasks.
Experience with New York, New Jersey, Pennsylvania and national public agencies including NYSDEC, NYCDEP, NJDEP, PADEP, US Army Corps of Engineers, Coast Guard.
