About the role

The Executive Director will develop and implement transportation strategies that align with Liberty’s mission, prioritizing operational excellence, stewardship, safety, and service in a Christ-centered environment. The role requires an innovative leader who can navigate both daily operations and long-term planning in a rapidly evolving and growing campus infrastructure.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Leadership & Strategic Planning
•    Develop a vision and operational roadmap for transportation services that supports Liberty’s commitment to student access, safety, sustainability, and convenience.
•    Design and implement policies that promote efficient use of resources while meeting the dynamic transportation needs of a large residential campus.
•    Develop and manage a new shared vehicle and trailer pooling program where all university fleet assets are evaluated and incorporated into a shared vehicle program to reduce fleet size and associated ownership costs.
•    Evaluate current on-demand ride platform along with the fixed bus route and establish new guidelines and policies to further enhance and options for student transportation.
•    Create and manage a rental procedure to centralize and consolidate all external vehicle and equipment requests.
•    Contribute to campus master planning efforts with a focus on mobility, parking infrastructure, pedestrian flow, and long-term transportation investment.
Operational Oversight
•    Oversee all day-to-day operations, including campus shuttle services, fixed-route bus systems, event transportation, ADA mobility services, on-demand ride services and vehicle fleet logistics.
•    Implement and manage transportation technology systems, such as route tracking, rider communications, and parking permit platforms.
•    Monitor performance metrics and user satisfaction to ensure a high level of service excellence and continuous improvement.
Parking & Fleet Services
•    Direct all aspects of campus parking operations, including enforcement, permit programs, special event planning, and facility upgrades.
•    Manage the university fleet program, including procurement, maintenance schedules, usage tracking, and regulatory compliance.
•    Ensure that all operations adhere to state and federal safety guidelines and environmental standards.
Customer & Campus Engagement
•    Partner with university departments, Residence Life, Athletics, and Student Affairs to provide reliable and responsive transportation solutions.
•    Develop communication strategies to keep students and employees informed about transportation services, changes, and disruptions.
•    Provide a welcoming, service-first approach to resolving student and parent concerns related to parking or transit services.
Sustainability & Innovation
•    Explore and implement sustainable transportation initiatives, such as electric vehicle integration or carpool incentives that align with Liberty’s values of stewardship and campus impact.
•    Monitor industry trends and propose innovative solutions that enhance transportation efficiency and user experience.
Fiscal Management
•    Develop and manage departmental budgets, capital planning, and revenue streams from parking and transportation-related fees.
•    Lead contract management and vendor oversight for third-party transportation services, maintenance providers, and software platforms.
Strictly adheres to Liberty University policies, representing the University in an exemplary manner.

SUPERVISORY RESPONSIBILITIES   
This position will be responsible for 2+ staff.

QUALIFICATIONS AND CREDENTIALS
Education and Experience
Required:
•    Bachelor’s degree in Business Administration, Transportation Management, Urban Planning, Engineering, or a related field.
•    10+ years of progressive experience in transportation or logistics operations, including 5+ years in a leadership or senior management role.
•    Strong skills in budget management, operations oversight, and team leadership.
•    Excellent communication, analytical, and project management skills.
•    Commitment to Liberty University’s mission and values.
Preferred:
•    Master’s degree in Public Administration, Transportation Planning, or related discipline.
•    Experience working in higher education or a large institutional environment.
•    Familiarity with Virginia transportation policies and municipal coordination.
•    Knowledge of sustainable and emerging transportation technologies.
