Responsibilities:
Responsible for supporting SEA 04 Congressional and Public Affairs efforts. Provides support to the SEA 04 point of contact for inquiries from Navy staff, OSD, the U.S. Congress, other federal agencies, media, and others.
Supports SEA 04 Congressional Analyst, senior leadership in the development and execution of the legislative planning strategy for SEA 04. Develops draft answers to questions and responses to inquiries received from Members of Congress, their staffs, and officials of Legislative Branch agencies, including the Government Accountability Office (GAO), and other interested organizations.
The Program Analyst will support the Planning, Programming, Budget and Execution process via:
- Validating the Naval Shipyard annual workload (direct/overhead) and cost requirement via Naval Shipyard capability plans.
- Standardizing, collecting, staffing and submitting Naval Shipyard issue papers of unfunded requirements in support of the Planning, Programming, Budget and Execution process to OPNAV N83
- Conducting data analysis of all Naval Shipyard metrics to identify trends; areas include, workload, staffing, cost, overhead, shipyard performance, and others.
- Developing program office corporate documents, i.e. Business Plan, Annual Report, and others.
- Assisting program office in the execution and analysis of the Risk Factor Working Groups and Programming Adjustment efforts.
- Updating other documents as necessary, i.e. standard operating procedures or informal processes.
Requirements:
- Must have a strong understanding of Naval Shipyard processes and data analysis.
- US Citizen with Secret Security Clearance
