Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. The Chief Human Resources Officer (CHRO)/Director of Human Resources is an executive position that reports to the President of Mission Support and Test Services, LLC (MSTS). The CHRO is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization. The CHRO will partner with the President, Senior Leadership Team, Nevada Field Office, NNSA counterparts, Parent Companies, and other stakeholders to ensure the efficient, effective, and integrated implementation of corporate policies, commitments, and initiatives across the enterprise. Enables mission success by meeting human resource objectives. The CHRO provides direction, leadership, vision, and accountability to the following groups within the Human Resources directorate: Talent, Benefits, Compensation, Employee & Labor Relations, Experience Enrichment and Empowerment (E3), Learning Center of Excellence (LXE), and Performance & Systems. Performance of this organization has significant impact on MSTS’ reputation and operations. This position is assigned to work full-time in Nevada, mainly in North Las Vegas with some travel to sites required.
MSTS manages and operates the NNSS for the Department of Energy (DOE). NNSS has offices across the country, including Southern Nevada; Santa Barbara and Livermore, California; Washington, D.C.; and Albuquerque and Los Alamos, New Mexico.
Key Responsibilities
- Establishes and implements goals and objectives that effectively communicate and support the Company's mission, core values, and strategic vision.
- Develops workforce planning and talent acquisition strategies to support the achievement of the overall business operations objectives.
- Functions as a trusted strategic business advisor to the senior leadership team regarding key organizational and management issues.
- Collaborates with senior leadership to understand the organizations goals and strategy related to staffing, recruiting, and retention.
- Provides consultation and strategic recommendations to the leadership team using HR expertise and insights.
- Coordinates multiple programs/projects or a major function with a significant responsibility for staff, material, budgets, and/or capital resources that may have an impact to mission or financial success of the Company.
- Develops coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives.
- Consults with legal counsel as needed to minimize MSTS risks. Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated.
- Leads HR management team to develop and implement comprehensive strategic recruiting and retention plans; and compensation and benefits plans that are competitive and cost-effective.
- Leads discussions and communications with employees on relevant topics and changes.
- Builds strong working relationships with HR partners.
- Responsible for the overall performance, efficiency and direction of a directorate.
- Manages appropriate staffing levels to plan and execute.
- Manages risk and opportunities to drive divisional and enterprise strategy.
- Execute annual expense budget planning and implementation.
- Coordinates functional capabilities through long-range planning to accomplish present and future mission.
- Establishes and leads effective and efficient objectives, policies, and procedures.
