Overview
The Vermont Community Broadband Board (VCBB) was established to coordinate, facilitate, support, and accelerate the development and implementation of universal community broadband solutions. The Board is responsible for distributing millions of dollars in grant funding from the American Rescue Plan State Fiscal Recovery Funds and Capital Projects Funds and the funds from the upcoming Broadband Equity Access and Deployment (BEAD) and Digital Equity programs.
The Director of Regulatory Compliance & Risk Management is responsible for the maintenance and continuous improvement of an effective system of internal controls. This includes ongoing communication with the communication union districts and other grant recipients regarding grant compliance. The Director will lead desk and field reviews of fiscal monitoring practices of sub-recipients, provide internal and external training and technical assistance on grant compliance with state and federal regulations, and make recommendations for corrective actions when sub-recipients are not in compliance with regulations. The Director will also provide technical assistance regarding other broadband granting issues. The Director is also expected to be the point person on staff for the rules and requirements of the various sources of funding contributing to the build-out of broadband across the state.

This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors
Duties are performed in a remote work (home-based) environment involving considerable interaction with community-based organizations and other strategic partners. Requires instate travel when site visits are required. An incumbent can expect the pressure of frequent deadlines and end of fiscal year workload peaks. Incumbent is directly accountable for work quality and largely self prioritizes the work that needs to get done. It is not uncommon to receive a dozen inquires in a day, each presenting specific unique scenarios requiring decisive determinations of eligibility. Confidentiality and efficiency are imperative.
Minimum Qualifications
Bachelor's degree in accounting, business, or public administration AND six (6) years’ experience fiscal grant monitoring, accounting, program approvals, risk management, fiscal compliance, or auditing.
OR
Eight (8) years’ experience in fiscal grant monitoring, governmental accounting, program approvals, risk management, fiscal compliance, or auditing.
Preferred Qualifications
Master's degree in accounting, business, or public administration.
