Job Description:

Join the Oregon Department of Land Conservation and Development (DLCD) as a Housing Policy Analyst on the Strategy Team within the Policy Wing in our Housing Division. The incumbent will play an important role in the implementation of Statewide Planning Goal 10 – Housing by providing support to local governments preparing Contextualized Housing Need analyses, Housing Capacity Analyses, Housing Production Strategy reports.

The Strategy Team leads Housing Production Strategy reviews, supports the development of best practices, resources, and tools for local governments to implement Goal 10 – Housing deliverables. It is advantageous for the occupant of this position to bring strong understanding of complex local housing needs and abilities to translate those needs into housing policy and guidance that increase housing production, affordability, and choice. The ideal candidate will have local government planning experience, and lived or professional experience working with historically and currently underserved and under-resourced communities.  This role will also support the administration of grants and technical assistance to local governments throughout the state and contribute to the work across the Housing Division.

A day in the life as a Housing Policy Analyst you will:

• Provide technical assistance to local governments in Oregon to plan for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for marginalized and excluded communities
• Develop and maintain statewide resources, tools, and best practices for meeting Goal 10 – Housing requirements
• Lead assistance to local governments in completing obligations under Statewide Planning Goal 10 – Housing including updating housing capacity analyses and housing production strategies as required by OAR 660-008 and reviewing submitted deliverables for compliance with state statutes and rules
• Support Housing Division staff in the Acceleration Program referrals, audits, and acceleration agreement development as directed under the Housing Acceleration Program described in OAR 660-008
• Work and coordinate with interested parties, other state agencies, and local governments on these issues, with an emphasis on engaging historically and currently underserved and under-resourced communities in discussion of draft and revised program approaches
• Prepare technical memos, findings summaries, compliance reviews, and other housing planning documents that support Goal 10-Housing Requirements
