KBR, is currently recruiting for a Program Analyst, to join our team at Aberdeen Proving Ground, MD to support our customer, Project Manager Intelligence Systems & Analytics – Army (PM IS&A).

Duties:

  • Support the Planning, Programming, Budget and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities, milestone decision reviews and configuration management across all deliverables.
  • Prepare, maintain, and track obligations and disbursement plans and reports.
  • Assist in development of Program Office Memorandum/Weapon System Review (POM/WSR), Budget Execution Summary (BES) and President’s Budget (PB) funding briefs and reports.
  • Analyze program obligations and disbursements and prepare required reports.
  • Provide Project Control to analyze cost, schedule, and contracts planning and execution against program goals.  Ensure tracking against budget is consistent across all deliverables.
  • Perform what-if drills associated with budget and other financial-related taskers.
  • Perform Cost Benefit Analyses (CBA), economic analyses, and Should Cost analysis.
  • Provide assessments and analytical support in making affordability decisions.
  • Organize feedback and develop reports related to contractor performance.
  • Work with Site Leads to gather data to create and maintain products that feed programmatic planning and reporting documentation.
  • Assist with development of Research Development Test & Evaluation (RDT&E), Procurement, and Operations and Maintenance (O&M) funding requirements in order to prepare annual POM and Budget submissions.
  • Assist in development of all cost documentation required for milestone decisions, including Cost Analysis Requirement Document (CARD), Program Office Estimate (POE) and Acquisition Program Baseline (APB) quad charts, and Life Cycle Cost Estimates (LCCE).
  • Draft independent government cost estimates (IGCEs).
  • Maintain LCCE using the Army Cost Estimating-Information Technology (ACE-IT) system.
  • Provide current fiscal year support (and prior years from multiple year appropriations). This support consists of preparation of budgetary reports and staffing projections.
  • Provide resource planning by preparing, collecting and analyzing financial data to assist the Government in preparing and establishing spend plans through to the draw down plans.
  • Support the following finance and accounting functions:
    • Analyze and prepare accounts for fiscal year start-up, carry-over requirements, and closeout.
    • Coordinate and process all funding requests, obligations and execution.
    • Analyze financial data and complete required financial reports.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Education/Experience:

  • Bachelors degree in Business, Accounting or related field required.  
  • A minimum of seven (7) years experience managing government programs is required.

Required Skills:

  • Detailed-oriented with excellent technical, verbal, and written communication skills.
  • 7 yrs of direct experience with government program management to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
  • Must include 5 yrs experience with verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.

Travel:

Less than 10% travel is expected for this position.  Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

Position Type/Expected Hours of Work:

This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
